A sincere endeavour to represent thoughts and empower people to wonder, with the hope of a better future.
For safety, I would like to clarify that GDPR was applied to address system flaws with how data was collected for appt. at Burgh Quay & the delay of the IRP CARD after the migrant's file was processed & granted. It was not used to influence any policies or the existing structure.

14th February - Expedite IRP Cards in line with Art. 12.4 of the EU GDPR. From us to you, Valentine's Gift.
Problem Statement: As per the International Council of Students, Ireland report pg.16, the lack of communication is the number one concern which students indicated that they do not receive adequate information or updates.
To Hope >> Art 12.4 GDPR: If the controller does not take action on the request of the data subject, the controller shall inform the data subject without delay and at the latest within one month of receipt of the request of the reasons for not taking action and on the possibility of lodging a complaint with a supervisory authority and seeking a judicial remedy. An application is a formal request, see definition.
Conclusion: The Irish Residency Permit is not a proof of identification; it is for personal use only and must thus be processed in accordance with EU GDPR Article 12.4.

AMENDMENT DATED: 31st January 2022.
We request the honourable Minister for Justice to kindly exercise the highest prudence in the Immigration Service Delivery (ISD) by automating the appointment booking system using an easily accessible electronic form with multi-factor authentication and channelling immediate labour towards IRP card processing and delivery within weeks rather than months.
Our Public Assembly (An Online Dialogue) was a success that allowed people to experience privacy by design as per GDPR, multi-factor authentication and hCaptcha in an easily accessible electronic form. See discussion here.

New Problem Statement:
- Many have expressed anxiety over the number not working on social media;
- Customer assistance by phone results in lengthy wait times and many are placed on hold; others give up and attempt again;
- Appointment slots that are required will be wasted since many would just not bother to phone back to cancel the appointment because it is too time-consuming.
GDPR Concerns:
The new system does not comply with Chapter III, Section 1, Article 12 of the EU General Data Protection Regulation (GDPR) "Transparent information, communication and modalities for the exercise of the rights of the data subject."
Art. 12.1.: The controller shall take appropriate measures to provide any information referred to in Articles 13 and 14 and any communication under Articles 15 to 22 and 34 relating to processing to the data subject in a concise, transparent, intelligible and easily accessible form, using clear and plain language, in particular for any information addressed specifically to a child. The information shall be provided in writing, or by other means, including, where appropriate, by electronic means. When requested by the data subject, the information may be provided orally, provided that the identity of the data subject is proven by other means.
Article 13 of EU GDPR refers to the information to be provided where personal data are collected from the data subject & Article 15 of EU GDPR outlines the right of access by the data subject.
Conclusion:
- A data subject cannot easily get an appointment as stated in the problem statement above;
- The data subject has not made any request to seek an appointment or voluntarily give their information orally;
- A data subject cannot easily have access to their appointment in order to cancel an appointment.
International Students & Professionals are not products of their native country nor are they customers of Irish Naturalisation & Immigration Service; they are apprentices of their dreams.

Hence, WE, the people, request that the Minister for Justice kindly consider the following solutions proposed by members of the public to the shortage of appointments to register with the Irish Naturalisation and Immigration Service, 13-14 Burgh Quay, Dublin 2, which is a legal requirement for non-EU nationals upon their arrival in the state for long term residence (study/work).
Backstory: We are attempting to draw attention to a challenge that many migrants face in the Republic of Ireland.
Upon arrival in the state, everybody registering with the Irish Naturalisation and Immigration Service is required to make a free appointment; however, third-party bots are pre-booking these slots and selling them for €25, which is both unfair and an unnecessary hassle for everyone as these slots are never available on the government website here: https://burghquayregistrationoffice.inis.gov.ie/
Problem Statement: The appointment system presently run by INIS is frequently booked out owing to bots. We have been notified that the system now blocks suspicious IPs for 30 minutes, by someone who has a bot; however, we believe it's still easy to bypass it, using a VPN.
Proposed Solutions:
- The existing Google reCAPTCHA on the website requires no user input, which may be easily bypassed by sophisticated bots. As a result, we recommend implementing an image recognition reCAPTCHA test in which users are presented with 9 or 16 square pictures. The photos might all be taken from the same enormous image or they could all be unique. The user must determine whether photographs include certain things, such as animals, trees, or street signs. If their response matches the responses of the majority of other users who took the same test, the answer is deemed "correct," and the user passes the test. (Disadvantage for visually-impaired applicants)
- Multi-factor authentication (MFA; also referred to as two-factor authentication, or 2FA) is a type of electronic authentication in which a user is granted access to a website or application only after successfully presenting two or more pieces of evidence (or factors) to an authentication mechanism: knowledge (something only the user knows. i.e verification code sent to an email or as a text message), possession (something only the user has, i.e. PPS No., IRP Card No., etc.), and inherence (something only the user is i.e. inisonline.jahs account holder).
- Deploy a fast and accurate bot management solution without complex configuration or maintenance. Cloudflare Bot Management will automatically recommend rules to manage bots out-of-the-box. No instrumentation with third-party JavaScript is required. Watch an explanatory video here.

Our Concerns (Data Protection / Digital Justice / Data Subjects)
Individuals using third-party apps to book appointments and fulfil their obligations raises concerns because sharing identifiable data (Article 4.1 EU GDPR) such as passport details, date of birth, and email infringes their natural person's rights and freedoms. This is not only conflicting with the Department of Justice's commitment to protecting the rights and privacy of all individuals in accordance with the EU General Data Protection Regulation, 2016/679 (GDPR), and the Department's privacy policy; but also violates a Data Controller's Duty under GDPR Article 14.5.c, which requires data controllers to take appropriate measures to protect the data subject's legitimate interests.
Lastly, we conclude that registration of migrants entering the state is a task carried out in the public interest (Article 6.1.e EU GDPR) by the Department of Justice, hence Irish Naturalisation & Immigration Service must implement measures to ensure lawful and fair processing (Article 6.3 EU GDPR).
