The Need for Tariffs on Offshored IT Services

The Issue

The unchecked offshoring of IT services poses a significant threat to our local economy, our national security, and the future of America's technology workforce.

As a former Head of Engineering who led over 60 developers, I've witnessed firsthand how American software developers are being replaced by foreign competitors who offer services at a fraction of the cost. This practice creates an especially difficult situation for new U.S. software engineers: after completing years of education, they often cannot find an entry-level software development job.

This trend has two critical consequences:

Economic Harm and Job Losses: The outsourcing of high-value IT jobs makes it increasingly difficult for our computer science and engineering graduates to find employment. We are educating a new generation of American innovators, only to see the jobs they are trained for go overseas. This undermines our future workforce and our nation's leadership in technology.
National Security and Intellectual Property Risks: When we offshore sensitive software and development work, we expose our valuable intellectual property to potential theft. While physical goods are protected by tariffs and trade regulations, digital services lack similar protections. This puts our nation's innovation and security at risk.
It is time for a new approach.

We have a unique opportunity to invest in our young software engineers. With the rise of AI, we can train them to do better, more innovative work than offshore developers. We must give them a fighting chance to succeed and build a strong future for our nation.

We, the undersigned, respectfully petition Congress to take action by:

Proposing and passing legislation to impose a tariff on offshored IT services, mirroring the tariffs applied to imported goods.

This action will create a more level playing field for American companies and workers, protect our nation's intellectual property, and encourage the creation of jobs here at home.

For the future of our tech industry, our national security, and our young engineers, we urge you to act now.
