A Navy veteran, a fisherman, and a relentless defender of our communities and environment, Kenneth Dunham’s spirit inspires the principles enshrined in this legislation — ensuring that the people of this nation are never held hostage by inaction, and that those entrusted with public service uphold their duty to the citizenry.
Purpose:
To protect American families and federal employees from the economic and social harm caused by prolonged government shutdowns, and to enforce accountability for elected officials responsible for federal funding.
Key Provisions:
1. Automatic Funding Continuation
• In the event Congress fails to pass a budget or continuing resolution by the start of the fiscal year, all federal agencies shall continue operations at the prior year’s funding levels.
• Federal employees continue to receive full pay and benefits without interruption.
2. 30/60/90 Enforcement Timeline
• Day 30: Temporary automatic funding is triggered; agencies continue operations.
• Day 60: The Judicial Branch may issue a formal notice to Congress, highlighting the failure to comply with fiscal responsibilities.
• Day 90: Escalating penalties are enforced against members of Congress who fail to pass appropriations, including—but not limited to—suspension of pay, suspension of travel or other allowances, and potential additional sanctions as outlined by statute.
3. Accountability Clause
• Members of Congress are explicitly reminded that their employment exists to serve the people; failure to fulfill budgetary duties triggers consequences, ensuring equitable responsibility for all parties.
4. Review & Adjustment Provision
