The Issue

The problem we want to solve is racially-motivated traffic stops. According to an October 2014 ACLU report, 63% of Boston police-civilian encounters target Blacks, even though Blacks make up less than 25% of our city’s population. Even after controlling for crime, Boston police officers are more likely to initiate police encounters in Black neighborhoods and with Black people. Not only has our community been negatively impacted by this issue, but we have been personally affected by it as well, through our many unwarranted interactions with the police. We think that Bill 1575 can solve this issue by holding police accountable for the stops and investigations that they make. The bill does so by requiring police to issue receipts to every person that they stop, and by requiring every police department in Massachusetts to enter data on all stops and arrests made to monitor if race is a motivating factor in these arrests.
