MEMORANDUM OF PETITION

MOST RESPECTFULLY SHEWETH:

We, the Petitioners, being students currently enrolled in the Undergraduate programmes under the NEP-CCF 2022 framework, do hereby submit this formal representation to address a critical systemic gap in the current examination policy that adversely affects our academic future.

I. GROUNDS FOR PETITION

   1. Systemic Delay in Graduation: Under the existing norms, a failure in a single paper in the final semesters (V or VI) forces a student to wait for a full academic cycle to reappear. This results in the loss of one year, preventing timely entry into Post-Graduate courses or professional employment.

   2. Incompatibility with NEP Flexibility: The National Education Policy (NEP) emphasizes "multiple entry and exit points" and "academic flexibility." The lack of an immediate remedial examination contradicts the spirit of the NEP by creating rigid barriers to completion.

   3. Academic Stagnation: Requiring students to wait six to twelve months to clear a backlog in a limited number of subjects leads to unnecessary academic and mental stress, disproportionate to the academic deficiency.

   4. Comparison with Peer Universities: Many leading State and Central Universities have already implemented "Supplementary" or "Special" exams for final-year students to ensure their transition to higher education is not stalled.

II. PROPOSED REFORMS

The Petitioners humbly suggest the following framework for adoption:

  • Timeline: Conduct of Supplementary/Improvement Exams within 30–45 days of the declaration of Semester V and VI results.
  • Expedited Evaluation: A dedicated evaluation cell to ensure results are published in time for Post-Graduate admission cycles.
  •  Improvement Clause: Allowing students to appear for "Improvement" to better their CGPA, ensuring they remain competitive for national and international applications.

 

III. PRAYER / RELIEF SOUGHT

In light of the facts stated above, the Petitioners most humbly pray that the University Authorities may be pleased to:

 

   1. Formulate and Implement a time-bound Supplementary Examination system specifically for the final-year (Semester V & VI) students under the NEP-CCF 2022 batch.

   2. Issue a Notification providing a one-time relaxation or a permanent "Special Supplementary" provision to protect the academic interests of the current batch.

   3. Pass any such further orders as the Hon’ble Vice-Chancellor may deem fit and proper in the interest of justice and student welfare.
