Formal Petition for Equal Protection and Enforcement of Civil Rights

To the Honorable Members of the United States Congress:
I submit this petition as a United States citizen, a gay man, and a survivor of a brutal hate crime that permanently altered the course of my life. The effects of that violence did not end on the day it occurred; they persist, shaping my experience of safety, belonging, and trust in the institutions charged with protecting all citizens. These concerns are not theoretical—they are lived realities.
You have sworn an oath to uphold the Constitution of the United States, including the guarantees of equal protection and due process under the law. These guarantees must be applied fully, consistently, and without exception. However, for many LGBTQ+ individuals and other marginalized communities, these protections remain uneven in both interpretation and enforcement.
Systemic discrimination continues to exist through gaps in statutory protections, inconsistent enforcement practices, and the absence of meaningful accountability mechanisms. Harm arises not only from overt acts of discrimination, but also from legislative and administrative inaction—specifically, the failure to address deficiencies in existing laws and to respond effectively when rights are threatened.
We further demand that you cease catering to and advancing discriminatory ideologies associated with political extremism, including factions aligned with Donald J. Trump, self-described “Christian nationalist” movements, "MAGA", and other groups whose rhetoric and policies undermine equal protection and civil rights.
The U.S. Capitol building is not a church. You are not elected by, employed by, or obligated to any religion, church, or cult—or to the President of the United States. You are elected by the people, and you are paid by U.S. taxpayers.
When government institutions fail to act to prevent discrimination, they are then enabling it.
This petition is not an abstract appeal. It is a request for the consistent and equal application of constitutional protections in both principle and practice.
Accordingly, we respectfully request the following actions, immediately:
- Comprehensive Legal Review: Initiate and support an independent, comprehensive review of federal and state anti-discrimination laws to ensure alignment with the Equal Protection Clause, with particular attention to gaps affecting LGBTQ+ individuals and other marginalized populations.
- Standardized Training and Accountability: Mandate the implementation of standardized, evidence-based civil rights and anti-bias training for all government personnel, accompanied by measurable accountability and oversight mechanisms.
- Zero-Tolerance Enforcement Framework: Establish and enforce a zero-tolerance policy for discrimination and hate-based conduct within government institutions, including transparent reporting systems and clearly defined consequences for violations.
- Proactive Legislative and Administrative Action: Utilize the full extent of legislative and administrative authority to proactively and responsively address issues affecting LGBTQ+ citizens, ensuring the protection of their rights to equality, safety, liberty, and dignity.
Empirical data from organizations such as the Human Rights Campaign and the National LGBTQ Task Force consistently indicate that inclusive legal frameworks contribute positively to economic performance, public health outcomes, and social stability. Ensuring equality under the law is not only a constitutional obligation—it is essential to the effective functioning of a democratic society.
This petition does not seek preferential treatment. It calls for the uniform application of the law.
Legislative authority carries both power and responsibility. The actions taken—or not taken—by Congress directly affect whether all citizens can live with equal protection, dignity, and security under the law.
We respectfully urge prompt and decisive action.

LGBTQ+ Americans are citizens, taxpayers, and contributors to the nation’s economic and civic life. Yet disparities in legal protection and treatment persist. It is imperative that these disparities be addressed with urgency and clarity.
It is a profound indictment of our nation that, in 2026, our money is valued equally—but our humanity is not.
