I’m sharing an updated Conn Act summary so my reform goals stay clear, actionable, and shareable.
This now includes Phase II — new federal family access reforms to protect veterans’ families and survivors from being ignored, rerouted, or forgotten.
This two-part summary can be printed, emailed, or posted anywhere to keep the momentum going. It’s designed so anyone — veterans, families, advocates, reporters, or members of Congress — can quickly see what I’m pushing for and why it matters.
The Conn Act – Phase I: VA Systemic Reform Summary
- Implement a unified national charting system (e.g., Cerner or Epic) across all VA facilities.
- Integrate legacy documents and DD214s “consider” using AI-assisted digitization or trained staff.
- Streamline VA scheduling and referral processes; eliminate multi-system delays.
- Ensure discontinued medications are immediately removed from the active Medication Administration Record (MAR).
- Discontinue or severely limit use of E-consults that rely solely on chart review without examining the patient.
- Expand VA burial benefits to include private cemeteries, memorial benches, and more.
- Provide full dental coverage to all veterans through the VA system.
- Require MOS-based screening upon intake with exposure flags by base and job history (e.g., asbestos, chemicals).
- Require Joint Commission review of any VA using more than one scheduling or charting system.
- Enact and support The Conn Act as formal federal legislation.
- Include Ankylosing Spondylitis (AS) and U.S. base asbestos exposure in PACT Act eligibility.
- Extend VA Medical Director appointments beyond 2 years to ensure continuity of leadership.
- Pass the Conn Act — Codify these reforms into enforceable national legislation.
- Expand VA caregiver support program eligibility and hours to meet real-life needs.
🇺🇸The Conn Act – Phase II: Federal Family Access & Reform Summary
- Mandate inter-agency case sharing when a veteran or family member is involved in multiple claims.
- Create a centralized claimant verification system for substitute claimants, executors, and next of kin.
- Require proof of receipt and basic response timelines for all formal federal outreach.
- Modernize routing of certified mail at shared agency buildings (e.g., like 810 Vermont Ave NW).
- Establish cross-agency liaison positions to ensure families are not ignored, rerouted, or forgotten.
Additional Phase II Item Under Development:
6. Uniform Post-Death Records Retention & Access – Require all VA and DoD departments to maintain records for a minimum of 10 years after a veteran’s death and provide a unified point of access. This closes the current gap where non-medical departments purge records in as little as 2–5 years.
The Conn Act’s mission is to build strong foundations within government institutions by creating a bridge that fosters true cohesion — through three core values: Coordination. Communication. Continuity. By embedding these “3 C’s” into every level of federal operations, we ensure systems run more effectively, efficiently, and cohesively. The result is better patient and veteran care, clearer goals, improved outcomes, stronger staff morale and support, and lasting government accountability
