Change the wording of the definition of surgery to exclude electrologists from HB- 5625 Bill

The Issue

We oppose the Bill #5625 as the proposed definition of "surgery" has no impact on the process of electrology which is used for permanent hair removal of hair by state licensed electrologists. Wording needs to be changed to exclude electrologists from this Bill.

This petition is in reference to the hearing for HB-5625  being held Monday, Feb 23rd. If this bill is to become law as written it may inadvertently eliminate the authority of electrologists to practice electrology as the use of probes and needles to destroy tissue is included in the proposed definition of surgery. At the very least, it would be appropriate to have the bill's sponsor indicate on the record it was not introduced with the intention of limiting or curtailing any rights of electrologists to practice electrolysis. Better yet would be to have express language inserted into the bill to remove electrolysis from the definition of surgery.

Is it possible that a provision could be added to the current Section 20-9 exempting electrologists practicing electrology from the definition of 'surgery'. Thank you for your attention in this matter.
