The Child Safety and Accountability Act
The Child Safety and Accountability Act
The Issue
Wherever our children gather, they deserve to be protected. Daycares, schools, church camps, YMCAs, sports leagues, youth programs, and churches themselves. No place gets a pass.
I'm Krystalyn Jackson, a mom and a child safety advocate. In my own church community, I've documented 21 predators over about 25 years. Some went to prison. Some were never reported to police at all. Since I started speaking up, people from other churches and organizations have come forward with their own numbers. This isn't one bad place. It's what happens anywhere there's no policy, no accountability, and adults who stay quiet to protect a reputation.
The adults we trust with our kids, whether they're pastors, directors, coaches, counselors, teachers, or volunteers, are supposed to protect them. When they know about abuse and don't report it, they fail those children. Right now, too many of them face no consequences.
The Child Safety Accountability Act would require that any organization or facility where children gather:
Has a written child safety policy in place
Has clear rules if a registered sex offender is allowed on the property, including escorted entry and exit, no access to nurseries, classrooms, or youth areas, and no contact with minors
Reports suspected abuse to law enforcement, every time
Holds the people in charge legally liable when they fail to report abuse
The bill would also stop organizations from hiding behind technicalities when children get hurt. That means pushing back on statute of limitations rules that shut survivors out before they're ready to come forward, and on legal loopholes that get abuse cases thrown out before a judge ever looks at the facts.
I'm taking this to Texas lawmakers before the January 2027 legislative session, and I need to show them this isn't one woman with a Facebook page. It's parents, grandparents, survivors, and community members across Texas who are done being quiet.
Sign this petition and tell the Texas Legislature: wherever children gather, they must be protected. And anyone who fails to protect them will be held accountable.
