The HM Government of Gibraltar plan to construct a Sewage Treatment Plant is most welcome, but may be a shade optimistic to suggest that it will be up and running next year. 

Any large scale development, such as The Coaling Island Land Reclamation and Victoria Keys  should wait for infrastructure to be in place FIRST and not AFTER, approval is granted by the DPC. After all, we know how long the Airport Tunnel has taken construct and its not open yet!
