The changes needed for residence in Epperson lagoon

The Issue

We, the undersigned residents of the Epperson Metro Lagoon community, are submitting this petition to formally express a series of concerns that have been raised repeatedly throughout the community. As homeowners who financially support the Lagoon through mandatory fees —  we believe it is both reasonable and necessary to request improvements that reflect the value and priority residents should receive.

Below is a consolidated list of the issues and changes we are requesting.

 

Resident Access & Benefits Provide meaningful resident benefits, such as

  • A 50% discount on chair/cabana rentals, or
  • One free chair/cabana rental per month, or
  • A guaranteed resident allotment of at least 50% of all rentals
  • Reinstate early resident access on weekends, which was previously offered and widely appreciated.

Food Quality & Resident Pricing

Food quality has noticeably declined, especially the pizza. We request Improvements to food quality and consistency:

  • A 50% resident discount on food purchases, reflecting the financial support residents provide year‑round
  • Resident‑Only Events & Community Value
  • Increase the number of resident‑only events, which were part of the original vision for the community and help build a stronger, more connected neighborhood.

Public Access vs. Resident Expectations

  • Many residents were told during the initial sales process that Epperson Lagoon would eventually be closed to the public once the community was fully built.  We request clarificationon whether this is still the plan and If not, when and why the policy changed.
  • What steps will be taken to prioritize residents moving forward
  • Water Quality & Overcrowding
  • Water quality concerns appear to increase during periods of heavy non‑resident attendance, especially on weekends.

We request:

  • A clear plan to manage overcrowding
  • Transparent reporting on water quality testing
  • Consideration of resident‑only hours or capacity limits
  • Resident Treatment & Verification Practices
  • Residents frequently experience excessive verification checks and are often treated as if they are attempting to access services without paying for admission. This is especially concerning given that we, as residents pay mandatory fees that directly support Lagoon operations.
  • The Lagoon relies on resident funding during low‑season months when public attendance is minimal.
  • Residents should be treated as valued stakeholders — not as secondary to public guests.

Resident Investment & Expectation of Value

The Lagoon is an amenity that residents are required to pay for, not an optional service.

Because of this, we expect:

  • Higher‑quality services
  • Fair and meaningful resident discounts
  • Improved access and treatment
  • Policies that prioritize residents over non‑residents

Our goal is not to criticize but to ensure that the Lagoon operates in a way that reflects the financial and community investment residents make every month.
