Child sexual abuse (CSA) is a national public health emergency affecting millions of children in the United States, with devastating long-term physical, psychological, economic, and social consequences. Despite its high prevalence, impacting 1 in 4 girls and 1 in 13 boys before age 18 by conservative estimates and the fact that so many of these offenses are committed by juveniles or individuals known to the child, prevention efforts remain fragmented and underfunded.

The BLOOM SAFE: Make America The Safest Place To Be A Kid Act aims to address this crisis with a $1 billion national public-private partnership focused on five critical pillars:

1. First, it proposes implementing age-appropriate PreK–12 CSA prevention education across schools to empower children with the knowledge they need to protect themselves.
2. Second, BLOOM SAFE will offer training and certification for adults who care for and work with children across all child-serving professions, law enforcement, healthcare, and the foster care and adoption systems. By equipping these individuals with the necessary skills, we ensure they can identify and respond to signs of abuse effectively.
3. Third, national public awareness campaigns will be launched to elevate the conversation about CSA, reducing stigma and encouraging society to take meaningful action based on evidence.
4. Fourth, expanded, trauma-informed services for survivors are imperative. These services will aid in the healing process, offering survivors the support they need to reclaim their lives.
5. Finally, robust evidence-based, peer-reviewed research and data gathering are essential to guide and measure progress, ensuring resources are used efficiently and effectively to reduce abuse.
