The Issue
Our National Front Yard Needs a Permanent Fix.
The Lincoln Memorial Reflecting Pool is sacred ground. It is where We The People honor our veterans, remember our greatest leaders, and celebrate our freedom. Yet, for over a century, regardless of who is in the White House, the pool has battled severe structural issues. Because of its massive scale and aging underground plumbing, it continuously struggles with leaking water, failing circulation, and persistent algae blooms. Our nation’s Semiquincentennial—our historic 250th anniversary—is the moment to finally solve this engineering challenge for good.
How Will We Pay For This?
For decades, Washington has operated on a "use it or lose it" spending culture. Every September, federal agencies rush to spend billions of Our unallocated taxpayer dollars at the end of the fiscal year on unnecessary administrative bloat, excessive travel, and inflated contracts—simply to avoid future budget cuts. It is a systemic flaw that frustrates hardworking taxpayers across the political spectrum. The money to fix our monuments is already there; it just needs to be redirected.
A Common-Sense, Bipartisan Solution.
We don't need to pay higher taxes to ensure America the Beautiful. We must demand basic government efficiency to protect our history. We call on Congress to pass a common-sense provision: Establish a one-time National Mall Restoration Trust, funded exclusively by capturing a fraction of the federal government's unspent, end-of-year bureaucratic overages. By capturing these funds before they are wasted in the September spending rush, we can:
Modernize the Infrastructure: Permanently overhaul the Reflecting Pool's underground plumbing, water sourcing, and structural foundation to stop the leaks and stagnation once and for all.
Implement Smart Technology: Install permanent, overnight/as-needed water agitation and modern filtration systems to keep the water pristine year-round, ending the reliance on expensive manual labor.
The Success Extension Clause:
This Trust will operate as a single-cycle, one-time recapture of end-of-year overages to celebrate America's 250th. Should this initiative successfully modernize the Reflecting Pool on time and on budget, Congress will have the option to trigger an extension clause, allowing future overages to be recaptured to clear the deferred maintenance backlogs at other historic sites across the nation for the next 250 years.
