US Government Allow Starlink Satellite Over Myanmar - Support Human Rights #ANSWERMYANMAR

Dear President Joe Biden, Vice-President Kamala Harris and Secretary of State Antony Blinken,

Following the military coup on the 1st of February, the Tatmadaw have undertaken steps to cut off internet access for the people of Myanmar, to cover their human rights abuses and silence activists and pro-democracy voices. Now the only internet service available in the country is the Fiber broadband (FTTC / FTTH).

“An internet shutdown can be defined as an intentional disruption of internet or electronic communications, rendering them inaccessible or effectively unusable, for a specific population or within a location, often to exert control over the flow of information. They include blocks of social media platforms, and are also referred to as blackouts “kill-switches,” or network disruptions.” (Taye, Berhan, and Access Now. “The state of Internet shutdowns around the world: The 2018 #KeepItOn Report.” Access Now 2019)

In Myanmar:

  • WiFi broadband services have been cut off since the 2nd of April.
  • Public WiFi services have now been cut off since the 18th of March. 
  • Mobile data has been shutdown since the 15th of March.
  • The only remaining internet service, from the Fiber broadband, is not available from 1am to 9am since the 16th of February. Many apps and websites, such as Facebook, Twitter, Instagram, Google etc., are blocked to suppress the spread of information and news.

Internet shutdowns have frequently been condemned in the UN Human Rights Council, with the rights most commonly cited as being affected include, the right to freedom of expression, the right to education, the right to association and assembly, inter alia.      (See Human Rights Council Thirty-Second Session, Agenda Item 3)

What we’re asking you to do:

A Myanmar employee from Tesla has approached Elon Musk personally, whose Starlink Satellites can provide internet service to the people of Myanmar, but they would need US Government permission to do so. We urge you to communicate with Elon Musk on this matter and allow Starlink Satellites to provide internet services to the people of Myanmar for the full enjoyment of their rights, and to support the ability of the people of Myanmar to document human rights abuses and atrocities.
