We, the undersigned residents and taxpayers of Solano County, urge the Board of Supervisors, the Sheriff’s Office, and local City Councils to end all contracts with Flock Safety, decommission existing Automated License Plate Reader (ALPR) cameras, and prohibit mass automated vehicle surveillance across our county.

Reasoning & Impact:

Privacy Concerns: Mass ALPR networks capture and store location data on everyday drivers without warrants or individualized suspicion, creating detailed logs of citizens' daily movements.
Data Sharing Risks: Out-of-county and third-party data access opens the door to unwarranted tracking, posing risks to local civil liberties and vulnerable community members.
Fiscal Responsibility: Taxpayer dollars are better spent on direct public services, infrastructure, and community safety initiatives rather than recurring vendor subscription fees for automated surveillance.
Action Requested: We request that Solano County officials take immediate steps to:

Cancel or refrain from renewing all municipal and county contracts with Flock Safety.
Remove all Flock ALPR camera hardware installed on public roads and rights-of-way.
Pass a binding ordinance restricting the deployment of mass surveillance systems without explicit public oversight and strict privacy safeguards.
