Terminate Columbus Animal Care & Control’s Manager for Inhumane Practices
The Issue
From Columbus Animal Allies:
This is the tragic tale of Chai, an innocent dog, full of life, affectionate and playful, known for getting along with everyone - be it cats, dogs, men, women, kids, or even strangers. Alas, on June 18, 2024, here is the sequence of events that transpired:

Chai was described on owner surrender paperwork as affectionate, playful and good with everyone: cats, dogs, men, women, kids, and strangers. It can't be seen from this camera angle, but Chai wagged her tail even as she was being injected with the first syringe.
Here is a summary of the video and some important notes:
At the beginning of the video, two CACC employees administer the first injection, appearing to try first the right leg and then the left using the same syringe. It is unclear whether any tranquilizer was used.
Immediately, Chai gets up, almost knocks over a chair, walks at least 10 feet away from the original area, and continues to struggle while being held down by a CACC staff member.
A CACC staff member makes at least four more attempts at IV injection:
• 1 minute into the video
• 8 minutes in
• 10 minutes in
• 13 minutes in
Finally, the employee gets another syringe and does an intra-cardial (IC) injection -- known as a "heart stick." She then gets up and leaves Chai alone while she is still alive.
Chai lies on the floor alone with the syringe sticking out of her side, the syringe visibly moving several times. Employees step over her carrying brooms and mops.
At timestamp 13:36, the syringe sticking out of her body begins moving frantically. In the following minutes, the syringe continues to move periodically as employees step over her.
CACC employees walk multiple dogs on leashes past Chai while she lies dying on the floor, a cart full of dead dogs waiting a few yards away.
Employees pull a hose around her body.
At 37 minutes in, an employee removes the syringe from Chai. Another employee walks a dog past her body.
No employee ever uses a stethoscope to confirm death.
At 39 minutes in, an employee struggles to pull a heavy cart full of dead dogs closer to Chai. That employee and another staff member pick up Chai by the legs and throw her into the cart.
At 40 minutes in, two employees remove another dead dog from a run, carry the dog past a row of runs as living dogs look on, and toss that dog's body in the cart next to Chai's.
At 42 minutes in, CACC manager Canita Hardnett-Johnson comes around the corner, stops, looks at the cart full of dead dogs for several seconds, then walks away.
The cart is wheeled away.
NOTES:
1. On the euthanasia form, which staff are required by law to fill out accurately, the method of euthanasia is listed as "IV" NOT IC (heart stick). It is illegal to falsify these records.
2. The form, which, again, staff are required by law to fill out truthfully and accurately, states that 2cc's of tranquilizer were used on Chai.
3. The form, which, again, staff are required by law to fill out truthfully and accurately, states that 8 cc's of FatalPlus were used, which is the standard amount for Chai's estimated* weight of 80 pounds (1cc per 10 pounds.) Remember, at least FIVE syringes full of FatalPlus were used on Chai, as seen in this video.
*CACC staff appear to be estimating weights rather than using an accurate weight for each animal, despite Friends of Columbus Animal Care & Control months ago having purchased a scale for them to use to get accurate weights.

Chai's Story is not only disheartening but also raises serious concerns about the management's inhumane practices at this taxpayer-funded facility in Columbus, Georgia.
With the work experience I have with veterinarians and the euthanasia process is that record keeping, and adequate dosing must be handled with care. The administrators in charge should be responsible for the forgery of documents. This is not a new issue at CACC, it has only been since open document requests by Columbus Animal Allies that there is proof.
Canita Johnson is unexperienced, She's been handpicked for the job over more qualified applicants because the ones in charge in public works want to remain in charge. They don't want things to change because they haven't for 10 years. Canita's supervisors are just as at fault as she is for the negligence shown. Managment has been known to ban volunteers, refuses to work with the program "Hip to Chip" to provide spay and neuters to the animals that pass through CACC, she refuses to operate a second facility and stated that on video. Alot of helpful people are out there trying to make this place better and Canita does everything in her power to make things difficult and she treats these animals as if they are trash. The staff has been seen on video joking that spay and neuter ads should be on garbage trucks.
This ongoing issue, of unjustly killing animals due to a lack of space and calling it EUTHANIZING when really the practices they use deserve the label of KILLING. Be honest. They kill Chai, just because she was a dog doesn't change the term. CACC is known for labeling dogs aggressive without proper procedures which in turn cause more of these animals to not find homes and become the newest member of the "Preventing Euthanasia List" per what CACC posts on Facebook with very tiny thumbnail images, and no info about the dogs other than the name they themselves have given them. CACC has a parvo problem because they have a management problem. Plain and simple. The fact that the director has never and would never be caught at an OFF-SITE ADOPTION EVENT shows you that she has no care if these animals ever make it outside of that building.
The ineffective leadership, and above all, inhumane treatment, at such centers is unacceptable.
Holding such authority and responsibility, the current manager of the Columbus Animal Care & Control center has failed to uphold the values of care and respect for animal lives that every animal care facility should stand for. She does not want better for her facility, she is just fine with the euthanasia numbers and over population, we see that from her refusal to accept assistance from programs that have offered help.
Inflicting such cruelty on beings who depend on humans for safety and care is not only inexcusable but also demands immediate action.
We Sign this petition to as the Columbus City Council to terminate the current manager of Columbus Care and Control Center for failing to manage space and sustain lives that were entrusted to their care. Through their callous actions, they have shattered the faith of the citizens of Columbus in public animal care facilities.
I ask one of you to please raise the motion to terminate the director of Columbus Care and Control Center, and I beg 6 of you to agree.
