The Issue

For decades, carriage horses have been forced to navigate the chaotic, exhaust-choked streets of Midtown Manhattan. They dodge aggressive traffic, breathe in toxic fumes, and walk continuously on unforgiving asphalt. This archaic industry is an ongoing public safety hazard and an act of institutionalized animal cruelty. 

As a modern, progressive city, New York must lead by example. We are calling on Speaker Julie Menin, Council Member Christopher Marte, and the New York City Council to immediately pass Intro 0967, widely known as "Ryder’s Law." 

This critical legislation will:

• Phase out the use of horse-drawn carriages in New York City permanently.

• Replace live horses with vintage-style, low-speed electric carriages.

• Establish a worker transition program to ensure carriage drivers keep their livelihoods.

• Ensure all retired carriage horses are safely transitioned to certified, no-kill sanctuaries.
