The Issue

Football Belongs to the Fans

The FIFA World Cup is more than a tournament.

It belongs to generations of supporters who have filled stadiums, traveled across continents, supported their national teams, and passed their love of football from parents to children.

Today, we believe that legacy deserves protection.

FIFA has proposed the creation of FIFA Forward Enterprise (FFE), a new commercial entity designed to manage and develop major FIFA commercial assets.

The proposal includes opening a minority stake in this business to private investors.

FIFA argues that this structure could generate billions of dollars in additional funding for the development of football around the world.

We support investing in football.

But we believe there is a fundamental question that must be answered first:

Should private investors be allowed to own a financial stake in the commercial business built around the World Cup and FIFA competitions?

THE WORLD CUP SHOULD NEVER BECOME JUST AN INVESTMENT

There is a difference between generating revenue from football and giving private investors a financial interest in the business surrounding the world’s biggest football competition.

Private investment naturally comes with an expectation of financial returns.

And supporters deserve to know what that could mean in the future.

Will ticket prices continue to rise?

Will more stadium inventory be allocated to Hospitality and premium experiences?

Will broadcasting become increasingly expensive or fragmented?

Could competition formats or calendars eventually be influenced by pressure to generate greater returns?

And most importantly:

Who will represent ordinary supporters when these commercial decisions are made?

SUPPORTERS BUILT THE WORLD CUP

The World Cup exists because generations of people made it part of their lives.

The supporter who saves for years to attend one match.

The family taking their child to their first World Cup.

The fans traveling thousands of miles behind their national team.

The people singing for 90 minutes inside the stadium.

The millions watching from their homes and communities around the world.

Without supporters, there is no World Cup.

That is why we call on FIFA and its 211 Member Associations to:

1. Do not approve the proposed sale of a stake in FIFA Forward Enterprise to private investors without full transparency and meaningful consultation across football.

2. Publish the essential financial, ownership and governance terms of any proposed investment before Member Associations are asked to make a final decision.

3. Guarantee that private investors will never control sporting decisions, competition formats, ticketing policies or other decisions directly affecting supporters.

4. Protect a significant allocation of affordable World Cup tickets for ordinary supporters and the general public.

5. Ensure that Hospitality and premium products never disproportionately replace tickets intended for regular fans.

6. Establish meaningful supporter representation and consultation when major commercial decisions could fundamentally change the future of the World Cup.

7. Ask every FIFA Member Association to publicly explain its position before supporting a structural change of this magnitude.

TO THE 211 FIFA MEMBER ASSOCIATIONS

Before making this decision, remember who you represent.

You represent players.

You represent clubs.

You represent national teams.

And you represent millions of football supporters.

Football can generate billions of dollars. Those billions should help develop the game around the world.

But the pursuit of investment and financial returns must never come before the people who made the World Cup what it is.

FIFA administers the World Cup.

But nobody owns football.

A decision that could reshape the commercial future of the world’s greatest sporting competition should not happen without transparency and meaningful consultation.

Supporters deserve transparency.

Supporters deserve representation.

Supporters deserve a voice.

El fútbol pertenece a los aficionados

La Copa Mundial de la FIFA es mucho más que un torneo.

Pertenece a generaciones de aficionados que han llenado estadios, viajado por todo el mundo, apoyado a sus selecciones y transmitido su amor por el fútbol de padres a hijos.

Hoy creemos que ese legado debe ser protegido.

FIFA ha propuesto la creación de FIFA Forward Enterprise (FFE), una nueva entidad comercial diseñada para administrar y desarrollar importantes activos comerciales de FIFA.

La propuesta contempla permitir la entrada de inversionistas privados mediante la venta de una participación minoritaria.

FIFA sostiene que esta estructura podría generar miles de millones de dólares adicionales para el desarrollo del fútbol alrededor del mundo.

Apoyamos la inversión en el fútbol.

Pero existe una pregunta fundamental que debe responderse primero:

¿Deberían inversionistas privados tener una participación financiera en el negocio comercial construido alrededor de la Copa del Mundo y las competiciones de FIFA?

EL MUNDIAL NUNCA DEBE CONVERTIRSE SIMPLEMENTE EN UNA INVERSIÓN

Existe una diferencia entre generar ingresos mediante el fútbol y permitir que inversionistas privados tengan un interés financiero directo en el negocio que rodea a la competición de fútbol más grande del planeta.

La inversión privada naturalmente busca generar rendimientos.

Y los aficionados tenemos derecho a saber qué podría significar eso en el futuro.

¿Seguirán aumentando los precios de los boletos?

¿Cada vez más localidades serán destinadas a Hospitality y experiencias Premium?

¿Los derechos de transmisión serán cada vez más caros o fragmentados?

¿Podrían los formatos de los torneos o calendarios terminar siendo influenciados por la presión de generar mayores rendimientos?

Y, sobre todo:

¿Quién representará al aficionado común cuando se tomen estas decisiones comerciales?

LOS AFICIONADOS CONSTRUYERON EL MUNDIAL

El Mundial existe porque generaciones enteras lo hicieron parte de sus vidas.

El aficionado que ahorra durante años para asistir a un partido.

La familia que lleva a su hijo a vivir su primer Mundial.

Los seguidores que recorren miles de kilómetros acompañando a su selección.

Las personas que cantan durante 90 minutos dentro del estadio.

Los millones que lo viven desde sus hogares y comunidades alrededor del planeta.

Sin aficionados, no existe la Copa del Mundo.

Por eso pedimos a FIFA y sus 211 asociaciones miembro:

1. No aprobar la venta propuesta de una participación de FIFA Forward Enterprise a inversionistas privados sin transparencia total y una consulta significativa dentro del fútbol.

2. Publicar los términos financieros, de propiedad y de gobernanza esenciales de cualquier inversión propuesta antes de que las federaciones tomen una decisión definitiva.

3. Garantizar que inversionistas privados nunca puedan controlar decisiones deportivas, formatos de competición, políticas de boletaje u otras decisiones que afecten directamente a los aficionados.

4. Proteger una cantidad significativa de boletos accesibles para aficionados y público general en las Copas del Mundo.

5. Garantizar que Hospitality y productos Premium nunca desplacen de manera desproporcionada los boletos destinados al aficionado común.

6. Crear mecanismos reales de representación y consulta de aficionados cuando decisiones comerciales importantes puedan cambiar fundamentalmente el futuro de la Copa del Mundo.

7. Pedir a cada asociación miembro de FIFA que explique públicamente su posición antes de apoyar un cambio estructural de esta magnitud.

A LAS 211 FEDERACIONES

Antes de tomar esta decisión, recuerden a quién representan.

Representan a jugadores.

Representan a clubes.

Representan a selecciones nacionales.

Y representan a millones de aficionados.

El fútbol puede generar miles de millones de dólares. Ese dinero debe ayudar a desarrollar nuestro deporte alrededor del mundo.

Pero la búsqueda de inversión y rendimientos financieros nunca debe estar por encima de las personas que hicieron del Mundial lo que es.

FIFA administra la Copa del Mundo.

Pero nadie es dueño del fútbol.

Una decisión que podría transformar el futuro comercial de la competición deportiva más grande del planeta no debe tomarse sin transparencia y sin escuchar a quienes hacen posible este deporte.

Los aficionados merecemos transparencia.

Merecemos representación.

Merecemos tener voz.
