Tell Congress: Protect Women, Hold Promoters Accountable

The Issue

On my 21st birthday, I was drugged and sexually assaulted by a Miami party promoter who already had an active criminal record for sexual assault. Despite this, he was still freely working in the nightlife industry—booking parties, accessing venues, and targeting women.

When he was finally arrested, I learned I was far from the only one. But the system still failed. Charges in my case were dropped. And like so many survivors, I’ve been left to fight for justice on my own.

That’s why I’m introducing The Joy Rice Act a federal bill that will:

1. Require federal certification, background checks, and training for all nightlife promoters. 
2. Hold venues and club owners accountable for knowingly working with violent offenders
Establish clear guidelines and penalties for negligence that leads to harm
3. Create safer, regulated nightlife spaces that protect women from predators

This bill is bigger than me. It’s about every woman who’s been hurt, silenced, or ignored by the people and institutions meant to protect her.
