To whom this may concern. We the undersigned are voters and legal residents of the United states are demanding change for our companion animals. and what we are suggesting to you is a 2500.00 fine per year per unaltered animal. This would cut largely down on the backyard breeders and unwanted pets.   We suggest that the monies should be split.  Part of the money should go to PROVEN no kill shelters ,rescues, and sanctuaries.  Part going to free or very low cost spay / neuter services. And part going to pet food banks and services for those needing unaffordable care for their pets.                                                                                                                                                       In regards to the spay/neuter law there should be reasonable exemptions for the health and safety of the animal.  Our shelters are being overrun with helpless pets. And over 1 million a year are killed just for being alive. These animals include puppies and kittens,  highly adoptable. There are over 70 million homeless or stray animals in the United states today..this is unacceptable.                                                                                                                     Costa Rica,  Germany, Holland,  and the Netherlands have all gone to no kill.     We also need to limit the numbers of licensed breeders and the amount of animals each breeder is allowed to have at any given time.  Most breeders keep these defenseless animals locked in tiny dark cages without ever seeing the light of day, Vet care or human touch.   We implore you to please help us to take a stand for our companion animals who have given so much to us and deserve better. Help us go no kill and show how great the United States of America is..
