

Targeting: The Nova Scotia Minister of Agriculture & Local Municipal Councils
The Issue
Nova Scotia’s animal welfare laws are broken. Current legislation under the Animal Protection Act is strictly reactive, forcing enforcement officers and rescues to watch an animal’s condition decline into severe "distress" before any legal intervention can occur. This "wait-and-suffer" model has created a systemic crisis, leaving non-profit rescues and exhausted volunteers to absorb thousands of dollars out-of-pocket to act as a free municipal animal control safety net.
Private citizens cannot sustain this burden. We are petitioning the Government of Nova Scotia to implement an immediate, turnkey legislative reform built on a proactive, 4-Pillar Strategy:
1. MANDATORY MICROCHIPPING: Establish a traceable chain of custody by requiring permanent identification for companion animals at first veterinary contact, ensuring lost pets return home instantly and eliminating anonymous abandonment.
2. STRICT LIABILITY FOR ABANDONMENT: Close the legal loopholes that allow irresponsible individuals to dump animals in public spaces or leave them behind in empty rental units with zero consequences, shifting the burden of proof away from rescues and enforcement.
3. PROACTIVE STANDARDS OF CARE & REPRODUCTIVE CONTROL: Broaden the legal definition of distress so inspectors can intervene at the first sign of medical neglect. Crucially, mandate the sterilization of companion animals with outdoor access—including owned outdoor and barn cats—by six months of age to legally stop unchecked breeding at the source before unwanted litters are born.
4. PROVINCAL SPAY/NEUTER SUPPORT: Establish a permanent provincial grant program to provide consistent infrastructure funding to non-profit clinics and rescue networks. This ensures low-income pet owners, farmers, and rural property owners have the financial resources required to realistically meet reproductive care standards, permanently reducing stray overpopulation.
Our volunteer networks are exhausted, our donors are tapped out, and our communities are facing a multi-million dollar public liability if these safety nets collapse. This isn't just an animal welfare issue—it is a community sustainability issue that requires a modern, legislative solution.
