FORMAL PETITION TO SUSPEND UPCOMING HTNA ELECTIONS
The Issue
We, the residents of Hampton Terrace, located in Tampa, Florida, hereby petition the City of Tampa and Mayor Bob Buckhorn to postpone the upcoming Hampton Terrace Neighborhood Association (HTNA) Board of Directors Election allegedly scheduled for December 5, 2015. We also ask the City of Tampa to suspend recognition of the current association until an Open election, monitored by an independent body, can be held.
Hampton Terrace is a community of over 500 households. We request that all who qualify as Hampton Terrace residents are allowed to vote in the next election. We make this request because HTNA refuses to publicly release membership information.
The 2010 election had an election tally of nearly 270 voters when HTNA was formed. The 2013 membership list provided by HTNA had a voter member count of approximately 115 households and only 99 votes were tallied.
Currently, according to HTNA Bylaws, which are not publicly posted or readily made available, only paid members in "good standing" for 6 months prior to the election date are permitted to vote or run for office. We feel this is problematic because this information is not readily available to paid members or potential members that may have in an interest in running for office or voting. We also question what the phrase "good standing" means in relation to this rule.
We request fair representation, but more importantly open communication and membership rights given to all residents of Hampton Terrace.
