Surrey's sidewalks are no longer safe. Vulnerable pedestrians, seniors, and children are facing high-speed traffic, collisions, and physical threats from illegal e-scooters, motorbikes, and bicycles on pedestrian walkways. We the undersigned residents, seniors, and allies of the City of Surrey call upon the Surrey City Council, the Surrey Police Service, and Bylaw Enforcement to take immediate, decisive action to remove illegal motorized and cycled vehicles from our pedestrian sidewalks.

The Situation:  Our city’s sidewalks are no longer safe for pedestrians. Every day, vulnerable residents—including seniors, children, and people with mobility challenges—are forced to navigate sidewalks in constant fear of injury or physical retaliation. Despite explicit laws under the BC Motor Vehicle Act and Surrey municipal bylaws prohibiting bikes, e-scooters, and motorbikes on pedestrian sidewalks, a complete lack of enforcement has created a lawless and hostile environment.

Pedestrians routinely face:
High-speed traffic from motorized vehicles traveling down footpaths.
Near-misses and collisions resulting in bodily injury.
Verbal abuse, intimidation, and physical assaults from riders who refuse to yield the right-of-way.

Walking is a primary means of transportation and health for thousands of Surrey residents. No one should have to navigate their own neighborhood in fear of violence or injury. Enough is enough.

Our Demand
We formally request that Surrey City Council immediately coordinate a sustained, high-visibility enforcement initiative between Surrey Bylaw Enforcement and police services to strictly penalize violators, restore public safety, and protect pedestrian rights.

Subject: Urgent Request for Enforcement of Safety Regulations Against Vehicles on Sidewalks in Surrey

Your Worship and Members of City Council,
Under Section 183(2)(a) of the British Columbia Motor Vehicle Act (MVA), it is strictly illegal to operate a cycle on a pedestrian sidewalk unless authorized by an official traffic control device or local bylaw. Under Schedule 3 of the Violation Ticket Administration and Fines Regulation, the specific provincial penalty for riding a cycle on a sidewalk is a $109 fine. Furthermore, the City of Surrey has explicitly chosen not to participate in the provincial electric kick scooter pilot program, meaning e-scooters are completely prohibited on all public property, including roadways, parks, and sidewalks, with enforcement under the jurisdiction of the Surrey Police Service. Motorbikes, limited-speed motorcycles, and non-compliant electric vehicles are strictly restricted to roadways and face court penalties of up to $2,000 alongside $598 fines for operating an uninsured vehicle.
Despite these clear regulations, I have experienced severe personal impact due to the complete lack of sidewalk enforcement over the past few years. In that time, I have been repeatedly insulted, threatened, and physically injured by individuals operating these vehicles on pedestrian sidewalks. Because riders routinely refuse to yield the right-of-way, I have been struck by vehicles on three separate occasions, resulting in bodily injury during one of the collisions. Furthermore, I have faced ongoing verbal abuse and numerous threats of violence from the drivers of these vehicles. On one occasion, I was physically assaulted after informing a rider that operating their vehicle on a pedestrian sidewalk is illegal under municipal and provincial law, after they had already clipped me as they zoomed past me from behind. The person argued and abused me for several minutes, blocking my passage and threatening me with a trip to the hospital. He then shoved me and ran over my foot with his motorbike. Just today, within one block of Surrey City Hall, I was again threatened with physical violence if I did not move out of the way of a bicycle rider. That person threatened to run right over me if I did not move out of his way. ENOUGH!
I am a 65-year-old Surrey resident in the Fleetwood—Port Kells (Gurbux Saini) federal riding and a member of Surrey-Guildford (Garry Begg) provincial constituency. I have permanent mobility issues and I do not own a vehicle. Walking is my primary means of transportation, and I travel several miles each day on foot. During these walks, I encounter between one and five motorized or cycled vehicles per hour traveling at high speeds directly down pedestrian sidewalks. I have lived continuously in Surrey since 1965, and the current environment is unprecedented. It is entirely unacceptable that I must navigate my own city in constant fear of injury or physical retaliation. I am formally requesting that City Council coordinate an immediate, sustained enforcement initiative between Surrey Bylaw Enforcement and the Surrey Police Service to restore safety, protect vulnerable pedestrians, and allow seniors to enjoy their retirement without the threat of violence, intimidation or injury.
