Save ICS Services for New Yorkers with Disabilities!

The nonprofit Independence Care System (ICS) was created 18 years ago because many New Yorkers with significant disabilities could not get the support they needed to live outside of institutions, in their communities and, as a result, were often forced to live in horrible institutions.

Now, despite its great success in serving this community and the strong support of its members, the New York State Health Department wants to dismantle ICS or force it to merge with another plan because ICS has financial problems. But the Health Department has caused those problems by refusing to pay ICS enough to cover the services that its high-risk, high-needs members must have in order to live independently, rather than be confined to institutions.

Many ICS members need between12 and 24 hours of home care and specialized rehabilitation and wheelchair services that only ICS provides. These services are expensive but essential.

ICS is the only Medicaid managed long-term health plan in New York that specializes in serving people with physical disabilities – they are experts in the field. If ICS closes, people with MS, spinal cord injuries, Parkinson’s disease, spina bifida and other disabilities will not be able to get the expert services ICS provides from any other plan. That is why ICS was created in the first place – other plans did not want to serve this community because their needs are expensive.  

Please stand with ICS and it’s more than 6500 members with disabilities and chronic health conditions: spinal cord injuries, multiple sclerosis, Parkinson’s disease, cerebral palsy, dementia and so on.

By signing this petition I hereby ask Governor Andrew Cuomo and New York State Health Commissioner Howard Zucker to fully fund ICS and keep it independent for the many New Yorkers with disabilities and chronic health conditions who depend on ICS services to remain healthy and independent in their communities, rather than be forced to live in institutions.
