Ongoing and Increasing Discrimination Against Iranian Nationals at Georgian Borders (2021–2026):

A Pattern of Arbitrary Refusals and Unequal Treatment

Since 2021, a growing number of Iranian nationals have reported being denied entry at Georgia’s land and air borders, particularly at Tbilisi International Airport, often without clear, consistent, or legally transparent explanations.

Despite holding valid passports, return tickets, hotel bookings, sufficient funds, and all required documentation, many travelers are still refused entry. In most documented and widely shared cases, the only explanation provided is vague wording such as “other cases envisaged by Georgian legislation,” without further clarification or the opportunity for meaningful appeal.

This pattern has been repeatedly reported across independent media investigations, traveler testimonies, and public forums between 2021 and 2026. These accounts consistently describe:

Sudden and unexplained entry refusals
Detention-like questioning at borders
Lack of written justification or clear legal reasoning
Emotional distress and family separation
Confiscation or review of personal devices in some cases

While Georgian law grants border authorities discretion to refuse entry, the lack of transparency and consistency has raised serious concerns about systemic profiling and discriminatory treatment based on nationality. Reports indicate that Iranian, along with some other nationalities, are disproportionately affected.

This situation has continued into 2026, and in some cases appears to have intensified due to the rising geopolitical tensions in the region, including increased global polarization following recent war involving Iran, Israel, and the United States. Many travelers report a more cautious or restrictive approach toward Iranian nationals at border checkpoints compared to previous years.

At the same time, there is a growing perception among affected individuals that nationality-based bias is being applied unevenly. Ordinary Iranian citizens face increasing restrictions, while individuals affiliated with state institutions or holding powerful political connections are perceived as having significantly fewer mobility limitations in international travel contexts.

This creates a deeply unequal reality:

Families are separated despite legal travel eligibility
Students, tourists, and business owners are denied entry without explanation
People with long-term ties to Georgia are turned away at the border
Psychological stress and uncertainty have become common experiences

I, Maryam Sharifi, a person under international protection in Georgia, a taxpayer, working professional, and women’s rights activist, have personally witnessed and experienced the consequences of this system. Even basic financial and mobility rights are affected due to nationality-based restrictions.

We are calling for:

Transparent and consistent explanation of all entry refusals
Independent review of border practices affecting Iranian nationals
Protection against nationality-based discrimination at entry points
Accountability mechanisms for arbitrary or unexplained rejections
Fair and equal treatment for all travelers holding valid documentation

This is not about one individual case. It is about a long-standing pattern that has affected thousands of people over several years.

We ask:

Is nationality a reason to lose access to basic human mobility rights?

Is it acceptable for border decisions to be made without transparency or accountability?

We call on international organizations, human rights bodies, and the public to amplify this issue and demand fair treatment for all travelers, regardless of nationality.

تداوم و تشدید تبعیض علیه شهروندان ایرانی در مرزهای گرجستان (۲۰۲۱ تا ۲۰۲۶): الگویی از ریجکت‌های غیرشفاف و رفتار نابرابر

  از سال ۲۰۲۱ تاکنون، گزارش‌های متعددی از سوی شهروندان ایرانی درباره‌ی جلوگیری از ورود آن‌ها به گرجستان در مرزهای زمینی و هوایی، به‌ویژه فرودگاه بین‌المللی تفلیس، منتشر شده است. این موارد اغلب بدون توضیح روشن، شفاف و قابل استناد حقوقی رخ داده‌اند.

با وجود داشتن پاسپورت معتبر، بلیط رفت و برگشت، رزرو هتل، تمکن مالی و تمامی مدارک مورد نیاز، بسیاری از مسافران همچنان در مرز با تصمیم‌های ناگهانی و غیرشفاف مأموران مواجه شده و از ورود منع می‌شوند. در بسیاری از موارد، تنها توضیح ارائه‌شده عباراتی کلی مانند «سایر موارد پیش‌بینی‌شده در قوانین گرجستان» بوده است، بدون هیچ‌گونه شفاف‌سازی یا امکان اعتراض مؤثر.

بر اساس تجربه‌های ثبت‌شده در سال‌های ۲۰۲۱ تا ۲۰۲۶ در گزارش‌های مستقل، شبکه‌های اجتماعی و روایت مسافران، این الگو به‌طور مداوم شامل موارد زیر بوده است:

جلوگیری ناگهانی و بدون توضیح از ورود
بازجویی‌های طولانی و گاهی تنش‌زا در مرز
عدم ارائه پاسخ کتبی یا مستند قانونی
ایجاد فشار روانی شدید و اضطراب
جداسازی خانواده‌ها از یکدیگر

اگرچه طبق قوانین گرجستان، تصمیم نهایی درباره ورود مسافر در اختیار مأمور مرزی است، اما نبود شفافیت، نبود معیارهای روشن و تکرار این الگو درباره برخی ملیت‌ها، نگرانی‌های جدی درباره تبعیض سیستماتیک و پروفایلینگ بر اساس ملیت ایجاد کرده است.

این روند در سال ۲۰۲۶ نیز ادامه داشته و طبق گزارش‌های متعدد، در برخی موارد با افزایش حساسیت‌های سیاسی و تنش‌های منطقه‌ای، از جمله‌ جنگ اخیر میان ایران، اسرائیل و ایالات متحده، شدت بیشتری نیز پیدا کرده است. بسیاری از مسافران گزارش داده‌اند که برخورد با شهروندان ایرانی در مقایسه با گذشته سخت‌گیرانه‌تر و غیرقابل پیش‌بینی‌تر شده است.

در کنار این موضوع، این تصور در میان بسیاری از افراد آسیب‌دیده شکل گرفته است که یک استاندارد واحد برای همه ملیت‌ها اجرا نمی‌شود. شهروندان عادی ایرانی با محدودیت‌های جدی مواجه هستند، در حالی که افراد دارای جایگاه‌های سیاسی یا وابستگی‌های حکومتی معمولاً با محدودیت‌های کمتری در تردد بین‌المللی روبه‌رو می‌شوند.

این وضعیت یک واقعیت نابرابر ایجاد کرده است:

جدایی خانواده‌ها علی‌رغم داشتن مدارک قانونی
جلوگیری از ورود دانشجویان، گردشگران و صاحبان کسب‌وکار
محرومیت افراد دارای سابقه سفر یا ارتباط واقعی با گرجستان
فشار روانی، اضطراب و بلاتکلیفی گسترده

من، مریم شریفی، فردی دارای حمایت بین‌المللی در گرجستان، شاغل، مالیات‌دهنده و فعال حقوق زنان هستم. با این حال، خود نیز پیامدهای این محدودیت‌ها را تجربه کرده‌ام و حتی در برخی حوزه‌های مالی و خدماتی به دلیل ملیت ایرانی با محدودیت مواجه هستم.

خواسته‌ها:

ارائه توضیح شفاف و رسمی برای تمامی موارد ریجکت در مرز
بررسی مستقل و بی‌طرفانه روند برخورد با شهروندان ایرانی
جلوگیری از تبعیض بر اساس ملیت در مرزهای ورودی
ایجاد سازوکار پاسخگویی برای تصمیم‌های سلیقه‌ای یا غیرشفاف
تضمین رفتار برابر با تمام مسافران دارای مدارک معتبر

این موضوع تنها مربوط به یک فرد یا یک پرونده نیست؛ بلکه الگویی تکرارشونده است که طی سال‌ها بر زندگی هزاران نفر اثر گذاشته است.

این سؤال همچنان باقی است:

آیا ملیت باید باعث محرومیت از حق رفت‌وآمد شود؟

آیا تصمیم‌های مرزی می‌توانند بدون شفافیت و پاسخگویی ادامه پیدا کنند؟

ما از نهادهای حقوق بشری، سازمان‌های بین‌المللی و افکار عمومی می‌خواهیم این مسئله را جدی گرفته و برای رفتار برابر با همه مسافران، صرف‌نظر از ملیت، اقدام کنند.
