Who is impacted?

Residents of Massachusetts—especially those reliant on federal aid, saddled with student debt, or affected by political instability—are bearing the brunt of a system in crisis. From underfunded programs like SNAP and Section 8 to broken promises to student borrowers, the daily realities for working families are worsening. At the same time, residents are required to contribute federal taxes without adequate representation, relief, or accountability from the federal government.

What is at stake?

If nothing changes, Massachusetts taxpayers will continue funding a federal system that fails to protect their rights, well-being, and democratic participation. This ongoing disempowerment erodes public trust and deepens inequalities. However, if we assert our constitutional rights, we can redirect our resources toward local solutions, uphold democratic integrity, and challenge systemic failures through legal, peaceful, and strategic state action.

Why is now the time to act?
The urgency is clear. With political violence left uninvestigated, public programs under strain, and democratic institutions in peril, Massachusetts must act before further harm is done. This petition calls for immediate state intervention—by withholding federal tax transfers and placing them in escrow—to pressure for reform while investing in our own people. Justice delayed is justice denied. The time to protect our residents and restore constitutional balance is now.

Without some serious action more American citizens will die.

To: Governor Maura Healey, Senator Elizabeth Warren, Massachusetts State Legislature

We, the undersigned residents of the Commonwealth of Massachusetts, respectfully petition our state

leadership to reconsider the automatic remittance of federal tax revenue in light of ongoing constitutional

concerns, fiscal imbalances, and a perceived erosion of democratic accountability.

CONTEXT AND CONCERNS

Across the country, millions of Americans have expressed growing alarm at the following:

- Unresolved political violence and under-investigated incidents.

- Broken promises to student borrowers amid growing debt burdens.

- Strained social welfare programs like SNAP, Section 8, and Social Security.

- Concerns over electoral and judicial integrity affecting democratic trust.

OUR REQUESTS

1. FORMALLY ACKNOWLEDGE A REPRESENTATIONAL AND FISCAL CRISIS

- Affirm the Commonwealth's duty to act when federal actions undermine equity or public good.

- Recognize that taxation without effective representation contradicts constitutional principles.

2. ESTABLISH A TEMPORARY ESCROW FOR FEDERAL INCOME TAX COLLECTIONS

- Until conditions are met, hold federal taxes in a state-managed trust fund.

- Conditions include: investigations into political violence, student debt relief reinstatement, full funding of

welfare programs, and protections for democratic processes.

3. USE WITHHELD FUNDS TO SUPPORT MASSACHUSETTS RESIDENTS

- Offer state-level debt relief.

- Expand housing, food, and health programs.

- Explore an Article V Constitutional Convention for reform.
