Suspend Cloud Seeding in Texas Until Independent Risk Studies Confirm Public Safety

The issue

Protect our children and communities — demand transparency and safety before manipulating our skies.

We, the undersigned, call for the immediate suspension of weather modification activities in Texas — especially cloud seeding — until independent, scientific risk assessments confirm they pose no plausible threat to public safety.

For decades, cloud seeding operations have been conducted across large parts of Texas to artificially alter precipitation. During this same period, Texas has experienced countless catastrophic weather events — including floods that have tragically taken the lives of school-age children.

To this day, there has been no publicly available, peer-reviewed scientific review investigating the plausibility that weather manipulation may contribute to or intensify such catastrophic events.

Rather than prove these activities are safe, state and federal regulators have relied on the absence of direct causation as justification to proceed — a dangerously inadequate stance where human lives are at risk.

We are demanding a halt to these activities until:

  1. A moratorium is imposed on cloud seeding and other artificial weather interventions in or near populated, flood-prone, or vulnerable areas — especially where children live, study, or travel.

  2. A centralized public registry is created, documenting all past and future weather modification operations in Texas, including their timing, location, substances used, meteorological context, and any observed weather impacts.

  3. Independent plausibility and risk studies are conducted — not just under extreme weather conditions, but also under moderate conditions where unexpected amplification of rainfall or runoff could result in disaster.

Current oversight by state bodies like the Texas Department of Licensing and Regulation (TDLR) and the Texas Water Development Board (TWDB) lacks any requirement for real-time safety evaluation or long-term environmental impact analysis.
Federal authorities, including the National Oceanic and Atmospheric Administration (NOAA), have likewise not issued any definitive statement ruling out the potential for harm.

Meanwhile, families continue to suffer — and communities are left in the dark about what is being done to their skies.

It is time for transparency. It is time for safety to come first. It is time to pause these activities until science can assure us that they will not contribute to catastrophe.
