Animal cruelty has been rising exponentially in recent times. This is majorly because the primary legislation for animal cruelty, i.e., the Prevention of Cruelty to Animals Act, 1960 has not been amended since 1960. Even 60 years later, the penalty for animal cruelty still stands to a meagre amount of Rs. 50 with no imprisonment.

There were several animal welfare amendment bills introduced in the Parliament to enhance the scope of acts constituting animal cruelty and also the punishments for the same. However, those Bills never saw the light of the day as the Parliament failed to take action upon those Bills. This has created lacunae in law by no timely implementation/ enactment of the laws in the country.

The lack of stringent punishments and inhuman nature of the people causing such great harm to the voiceless animals is something that alarms us and makes us question the very human nature and the laws of our country. It also forces us to think what we, as an individual, can do to protect our fellow living beings and thereby, contribute to the welfare of society.

Being dismayed by the growing number of incidents of grievous offences against animals, and the failure of our Parliament to enact the bills, I have filed a Public Interest Litigation (PIL) before the Hon'ble Supreme Court of India under Article 32 of the Constitution. The PIL is filed with an intention to bring about amendments to the charging sections of the Prevention of Cruelty to Animals Act, 1960 so as to bring it at par with the nature of the offence caused; to direct the States to establish Societies for Prevention of Cruelty to Animals in every district and look after its smooth functioning; to bring stray animals within the ambit of Sections 428 and 429 of Indian Penal Code, 1860. The PIL has been registered before the Hon'ble Supreme Court and will soon be heard. I hope that this renders justice to all the animals.

By way of this online signing of the Petition, we have to show that it is a high time that our representatives in the Parliament pass the bill and enact a new law for the voiceless.  

With an optimistic mind and a caring heart, we all can makes this world a beautiful place to live in. So, let us start by taking the first step towards social welfare, i.e., looking around us and doing our bit to uplift and protect the interests of the weaker sections of the society.
