Replace EVM (Electronic Voting Machine) with ballot papers.

Where is all that money coming from ?

Why isn't this amount being utilized for the benefit of citizens, instead of wasting it on Vulnerable EVM's which have been reported faulty in many wards/Cities/States ? 

Developed countries like UK, USA use ballot papers, why are we taking this path where votes manipulation is very easy.

Isn't cheating citizens a violation of constitution?
