Support Veterans: Implore VA to Reinstate Transportation Funding for Adult Day Programs

The Issue

As an Adult Day Program operator, we are deeply troubled by the recent decision made by the United States Department of Veteran Affairs (VA) to deny funding for transportation services provided by Navarre Corporation to veterans attending Adult Day Care Programs nationwide, without any prior notice to veteran families.

This abrupt decision has created an immediate crisis, leaving our veterans without a reliable mode of transport to access these vital programs. It has resulted in health concerns, financial hardships, and emotional challenges for our veterans, as well as significant burdens on their caregivers' mental and physical well-being.

The reasons provided by the VA for this decision lack a thorough understanding of the medical needs of our veterans. While the VA claims that Adult Day Programs do not constitute a "medical" need, the veterans who rely on Navarre's transportation service to attend programs like ours, the Saratoga Adult Care Center, face physical and mental health challenges. Many of them suffer from conditions such as Dementia, Alzheimer’s Disease, PTSD, Depression, and physical disabilities, requiring walkers or wheelchairs for mobility, making it crucial for them to receive specialized care in a supportive environment.

We have personally witnessed the positive impact that Adult Day Programs have on the health and well-being of our veterans. These programs offer essential services such as daytime supervision, physical and recreational activities, social interaction, and nutritious meals.

The VA must recognize the significance of Adult Day Programs in maintaining the overall health and quality of life for our beloved veterans. By reinstating funding for transportation to these programs, we can ensure that they continue to receive the comprehensive care they deserve.

Transportation plays a critical role in enabling veterans to access these vital services. For many elderly or disabled veterans who may not have access to private vehicles or public transportation options, Navarre Corporation's transportation services were their lifeline. 2) A Missouri Medicine study states adult day services are an "invaluable alternative to traditional long-term care placement, provide needed support to family caregivers, and can often lessen health care expenses for consumers and the health care system."

3) A study in the Journal of Gerontological Social Work states that adult day services are associated with perceived improvements in psychosocial well-being of participants and a decrease in burden or dependence on their caregivers.
