I'm writing this petition to advocate for the rehabilitation and reuse of the historic old Perth Amboy Police Station as a community center and to advocate for an archaeological dig for potential artifacts at the Thomas Mundy Peterson (TMP) site, where his house once stood. The building is slated for demolition, the TMP site will be destroyed, and along with adjacent blocks on the waterfront, everything will be redeveloped into a 602-apartment building complex. I think that the residents of the City of Perth Amboy would agree that this building can be reused and the TMP site should undergo an archaeological dig in search of artifacts. As of now, the building is still owned by the City of Perth Amboy, but as part of the redevelopment agreement with the developer, they are going to sell it once the 35-year PILOT (Payment In Lieu of Taxes) is approved by the City Council. The Thomas Mundy Peterson site is currently owned by the developer. I think there is still a window of opportunity to convince the City and the Redevelopment Agency (PARA) to renegotiate the fate of this historic building and renegotiate for an archaeological dig to retrieve any artifacts that may be related to Thomas Mundy Peterson.
While the scope of the petition is local, all signatures are welcome. If you are a current resident or former resident of Perth Amboy, I ask that you please state so in the "Why I'm signing" section of the petition. I hope that by presenting the petition to the City Council and PARA (Perth Amboy Redevelopment Agency) they will see that the residents of our beautiful historic city would like to see this building rehabilitated. I urge you to also show up at the City Council and PARA meetings and show your support.
Background Information
At over 100 years old, the old Police Station building was once the Main Technical Office of The Roessler & Hasslacher Chemical Company. In 1911, the Roessler & Hasslacher Chemical Company plant in Perth Amboy was considered the largest manufacturing works in the city and the greatest producer of chemicals in the world. Its importance was so great that it warranted an expansion that was proposed to include six new buildings, including the office building that still stands today. As the largest manufacturer in the city at the time, it employed hundreds and with its expansion, it would eventually employ many more. The office building and the other 5 buildings were constructed by the George W. Mercer Construction Company, a local business and shared basic principles of construction including plenty of light, good ventilation, high-ceilings, and fireproof brick construction. [i]
In 1935, the Perth Amboy Police Department acquired the building from Roessler & Hasslacher, having outgrown its small space in the Perth Amboy City Hall. With help from the Works Progress Administration, a few changes were made, including the creation of a police pistol range. [ii]
So why is this important?
The Technical Main Office sits at the heart of one of Perth Amboy’s industrial areas, which links the city to its prosperous past. Over the years, the city has lost many of its historic buildings to decay and demolition, including most of the Raritan Copperworks, a New Jersey and National Register-listed resource, of which only a single building remains today. [iii] Though many of these sites are no longer extant, we can use the extant buildings to promote our industrial past and to highlight the products of that past.
Next, the building is along one of the most historically decorated avenues in the city: High Street. Within immediate walking distance, tourists will be able to see 3 nationally recognized historic resources: The Simpson United Methodist Church, the Ferry Slip, and City Hall, which are all listed in the New Jersey and National Registers of Historic Places for their importance in our collective history. Beyond this, Market Square has two monumental churches and High Street is lined with historic Victorian Era houses that tourists love seeing. From High Street, tourists can wander and see the various historic buildings peppered throughout the waterfront and downtown areas as well as see the other historic sites: the Proprietary House, St. Peter’s Church, and Kearny Cottage. And given the walkability of the city, the short distance from the old Police Station to the downtown areas, will help boost commerce for businesses as visitors will stop by at many of the delicious eateries that the city has to offer.
Additionally, with all these historic amenities on High Street, the old Police Station is an ideal launching point for a trolley tour. The site has ample space for parking and additional parking can be acquired across the street at the old Day Care Center, if needed.
Next, this building can give back to the community. With a senior apartment building in close proximity and multiple people living within the vicinity of the waterfront and in the Harbortown areas, I believe having the old Police Station as a community center can provide citizens with needed services year-round, whether it be a food bank, extracurricular activities, event space, polling place, activities for seniors etc., reestablishing the buildings’ once important role in servicing the community. Rehabilitation and the reuse of a building will also create employment opportunities for our fellow residents. Labor will be necessary to undertake the project to ensure the stability of the building, which is said to be in disrepair as it has been vacant since 2008[iv], to convert the interior spaces to meet its new functions, and to equip it with up-to-date amenities. By functioning as a community center, long-term employment will be available to the citizens to run the center and its various activities.
Next, this alternative solution is a sustainable one as reuse is also more environmentally conscious. By reusing the existing building, less debris will be put into landfills, less pollution will be released into the environment and less resources will be consumed in rehabilitation and reuse than in new construction. Additionally, since this fireproof brick building was designed with high ceilings and with light and ventilation in mind, it is likely the building still receives natural sunlight and still has good air circulation. As brick is a denser material, it is capable of holding onto heat for much longer, slowing interior warming in the summer, and slowing cooling in the winter. [v] This design, over 100 years old, was carefully thought-out and works with the environment, inevitably being cost-effective and reducing energy consumption, which will be better for the environment.
I believe investment in this historic building will be an investment in our city, and in our near and distant futures. 2026 is the semi-quincentennial anniversary of the Declaration of Independence and the Proprietary House in Perth Amboy is one of ten sites in New Jersey that has been given distinction for its role in the Revolutionary War, putting the historic site and the historic City of Perth Amboy in the spotlight, which will result in a great influx of heritage tourists to the city. I believe rehabilitating this historic building will help encourage heritage tourism in our city and promote visitor spending in our local economy. Though it may seem far away, 2033 will be upon us faster than we know it. By investing today, this welcome/community center will also be ready for the 350th anniversary of the founding of our beautiful historic city.
Previously I had stated that I believe the best path forward for this rehabilitation is for the City to renegotiate the sale of the building by removing it from the agreement. Based on what we were told, the sale of the building to the Developer was always intended throughout the existence of the agreement. Although the building will be sold, I still believe the City has the opportunity to renegotiate with the Developer so that the archaeological dig will be performed and so that the building is not demolished and instead rehabilitated as a community center. Public funding such as HUD-CDBG (United States Department of Housing and Urban Development – Community Development Block Grant) Public Facilities Fund can be used to rehabilitate the old Police Station as a community center. This will ensure that the developer will not have to incur the cost of the rehabilitation or maintenance of the building (however this is something that would occur before the change in ownership).

Although the building will be sold, I still believe the City has the opportunity to renegotiate with the Developer so that the archaeological dig will be performed and so that the building is not demolished and instead rehabilitated as a community center. Public funding such as HUD-CDBG (United States Department of Housing and Urban Development – Community Development Block Grant) Public Facilities Fund can be used to rehabilitate the old Police Station as a community center. This will ensure that the developer will not have to incur the cost of the rehabilitation or maintenance of the building (however this is something that would occur before the change in ownership).

Estoy escribiendo esta petición para abogar por la rehabilitación y reutilización de la histórica y antigua comisaría de policía de Perth Amboy como centro comunitario y para abogar por una excavación arqueológica en busca de posibles artefactos en el sitio de Thomas Mundy Peterson (TMP), donde una vez estuvo su casa. Con más de 100 años, el antiguo edificio de la comisaría de policía fue la oficina técnica principal de Roessler & Hasslacher Chemical Company. Al reutilizar el edificio existente, se arrojarán menos escombros a los vertederos, se liberará menos contaminación al medio ambiente y se consumirán menos recursos en rehabilitación y reutilización que en construcciones nuevas. Además, dado que este edificio de ladrillos ignífugos fue diseñado con techos altos y teniendo en cuenta la iluminación y la ventilación, es probable que el edificio aún reciba luz solar natural y tenga buena circulación de aire. Como el ladrillo es un material más denso, es capaz de retener el calor durante mucho más tiempo, lo que ralentiza el calentamiento interior en verano y el enfriamiento en invierno. [v] Este diseño, de más de 100 años, fue cuidadosamente pensado y trabaja con el medio ambiente, siendo inevitablemente rentable y reduciendo el consumo de energía, lo que será mejor para el medio ambiente.

Aunque el edificio se venderá, todavía creo que la Ciudad tiene la oportunidad de renegociar con el Desarrollador para que se realice la excavación arqueológica y para que el edificio no sea demolido y en su lugar rehabilitado como un centro comunitario.
