Recently, the South Carolina House of Representatives passed H 3571 – which is related to safe utility digging (fiberoptic, etc) practices in South Carolina.

The bill is a critical piece of legislation that has the potential to significantly improve utilities management in South Carolina, and:

1) Requires more precise utility locate requests, paving the way for more efficient and safer utility servicing.

2) Establishes an explicit process for performing design and engineering locates, which could aid in workload management.

3) Prevents the abuse of blanket tickets affecting large or undefined areas 

4) Strengthens communication and compliance mechanisms with local utility providers.

5) Fosters improved coordination between contractors, utility providers, and local officials, thereby ensuring smoother operations and mitigating the uncertainty and confusion often seen in these interactions. 

These steps would unquestionably make utility digging safer -- resulting in safer neighborhoods and communities for ALL South Carolinians.

The bill is now in the South Carolina Senate and is awaiting a hearing by the Senate Judiciary Committee.

With only three weeks remaining in this Legislative Session, let's make our voices heard by urging the Senate Judiciary Committee to hold a hearing on H 3571 – and ultimately support the passage of H 3571 in the South Carolina State Senate.
