Support the construction of two single-family homes on Wolfram

The Issue

We, the undersigned residents and property owners living near 1653-1659 Wolfram, express our support for the construction of two single-family homes on the remaining property located at 1653-1659 Wolfram, Chicago, IL 60614 instead of three affordable housing options. The corner lot on the southwest side corner of Paulina and Wolfram is already sold (and was granted an exception), so this is for the remaining portion.

There was an exception granted for the first lot to be single family, but now the Alderman is halting our project homes because he has the remaining land zoned for three affordable housing units instead. He wants to introduce affordable housing options to the neighborhood instead of allowing two single family homes.

Our understanding of the proposal

Marisa and Chris Mulh and their best friends Bailey and Michael Catanese intend to build two owner‑occupied single‑family homes on the remaining parcel of the lot. Both families already live in this neighborhood and are deeply invested in this community. All four of their children attend Prescott, our neighborhood CPS school, and their intention is to remain here long‑term. Their goal is to build two homes that will serve as their families’ permanent residences—their “forever” homes—allowing them to raise their children and stay rooted on this block for many years to come.

The homes are intended to be primary residences for their families, not speculative investment or high‑density development. The design and use are consistent with the existing residential character of this portion of Wolcott Avenue.

Our position

• We do not object to the construction of two single‑family homes at 1653-1659 Wolfram (three total on the lot)
• We believe this proposal is reasonable, compatible with the surrounding neighborhood, and preferable to a higher‑density or affordable living on this site.
• We support these families in their effort to live on our block and continue investing in our community.

Request to Alderman Waguespack

In light of our support, we respectfully request that:

1. The Alderman’s office recognize that nearby residents do not oppose this proposal for two single‑family homes in the remaining portion of the lot at 1653-1659 Wolfram (making three total homes).
2. The Alderman will rezone and allow the owners to proceed with the construction of two homes on this lot, consistent with neighborhood character.
3. If any further review is required, the Alderman hold a public neighborhood meeting so that neighbors may speak directly to this proposal and have our views accurately represented.

We are signing this petition to make clear that we, as nearby residents, support this specific two‑home proposal and not affordable housing.

I have read your petition. If the Alderman is seeking to rezone this property, this project would not be heard by the Zoning Board of Appeals for that process. A rezoning of the property would be heard by the Committee on Zoning and then voted on by City Council. The Zoning Board hears requests for variations, special uses and appeals of a decision of the office of the Zoning Administrator. You should contact to the Committee on Zoning to get more information on public participation. Thank You, Victor Resa Manager Zoning Board of Appeal Note: The Change.org Civic Engagement Team reaches out to decision makers to let them know about petitions in their community and to help facilitate engagement with supporters. The above was an email response we received regarding this petition.
