Support Sharing small portions of Confederation Trail As a Connector Trail
The Issue

Dear Premier King,
We, as committed members of the PEI community, write to you regarding the use of ATVs on the Confederation Trail. Our intention is to find a balance that both preserves the trail’s natural beauty and allows for its inclusive use by all, including ATV and Equine enthusiasts.
Current Landscape:
PEI is home to an extensive network of over 7,500 kilometers of walkable and bikeable areas. Within this, the Confederation Trail stretches across 449 kilometers as a vital part of our natural heritage.
We propose a measured adaptation of this trail, particularly in underused rural areas, to allow for shared use. This includes connecting existing ATV trails, which would account for only 5 to 7% of the Confederations trail's total length, significantly enhancing the Confederation Trails utility and accessibility for all Islanders.
A Forward-Thinking Approach:
It is essential to recognize with proper management, ATVs can coexist with other forms of outdoor activities. Many regions have successfully implemented multi-use trails where ATVs, walkers, runners, horseback riders and cyclists harmoniously share the space.
This approach includes designated ATV-friendly seasons and / or specific sections of the trail, ensuring minimal interactions with other users. Moreover, education and community engagement are vital in promoting responsible ATV use.
Managing communal spaces like the Confederation Trail requires a forward-thinking and adaptive approach, especially in the context of our evolving community needs and the challenges posed by climate change.
This approach is not about adhering to past practices or serving a limited demographic; it's about recognizing and responding to the dynamic nature of our society and making the most effective use of our resources. Inclusive planning ensures our communal spaces benefit the broader community, reflecting a modern view of public spaces as multifunctional areas accommodating various recreational activities.

We advocate for community engagement and education over restrictive measures. Developing clear, practical regulations that are easy for everyone to follow can make the trail a welcoming and inclusive space.
The Proposal:
This petition represents a collective call for innovative, and responsible management of the Confederation Trail, ensuring it remains a cherished space for diverse uses. We seek not a complete overhaul but a modest, well-considered adjustment to include ATV and Equine access in a limited capacity. This small change will facilitate connectivity and enhance the trail's inclusivity without compromising its essence.
In reimagining the rules for the Confederation Trail, we aim for practicality and accessibility rather than restrictive barriers. Gates and fences may seem like straightforward solutions, but history has shown they often fall short in practice.
Instead, let’s develop regulations that are clear, reasonable, and easy to follow, much like a well-marked trail map. These guidelines are for everyone – regardless of their ability – something we all can understand and adhere to, ensuring the trail remains a welcoming and inclusive space for all, while also supporting compliance and enforcement of safety regulations and protocols.
We believe the PEI ATV Federation's proposal can address many of the issues being brought forward. We believe connecting ATV trails with a mere portion of 5 to 7% of the total Confederation trail length, is responsible, respectful and efficient use of resources. It's not about allowing others such as ATV’s and horseback riders unchecked across the entire length of the Confederation trail, but about integrating in a way that adds to the overall inclusiveness of the trails without compromising the integrity and purpose of the trail as a tranquil, natural space for all to enjoy.
