Certainly, the internet should not allow favoritism to certain users, and discrimination against others; based on ability to pay more or not. The Federal Communications Commission's campaign to protect the internet has been set back by a federal court which holds that it lacks the authority. Perhaps the FCC will correct the problem, but it is important for Congress to stand behind it and support its authority to keep the internet open to all users without discrimination. Now, both the White House and Congress should speak out forcefully in favor of the FCC's authority, and responsibilities.
