The Issue

Support Morgan’s Law, A Public Safety Transparency Proposal for Utah

Domestic violence remains a serious public safety concern in Utah, affecting men, women, and children. Domestic violence often begins with coercion, manipulation, and patterns of control long before physical violence becomes visible. By the time clear warning signs appear, individuals may already be deeply entangled emotionally, financially, or socially. Providing transparent access to verified felony conviction history offers an added layer of awareness that can help prevent harm before it begins or escalates.

While felony domestic violence convictions are public court record, access to that information is fragmented, difficult to navigate, requires payment to view, and often inaccessible to individuals without legal knowledge or resources. 

Morgan’s Law is a proposed legislative measure that would: Create a centralized, publicly accessible registry for felony domestic violence convictions. Exclude arrests, dismissed charges, and unproven allegations. Exclude victim identifying information. Limit registry duration to 10–20 years after sentence completion. Include due process protections and a court petition process for early removal. This proposal is designed to be regulatory and transparency-focused, not punitive. Its purpose is to promote informed decision-making, deter repeat felony offenses, and strengthen public safety across Utah. 
We, the undersigned Utah residents and supporters, respectfully urge the Utah Legislature to consider sponsoring and advancing Morgan’s Law in the upcoming legislative session.
