Support HB 2141-1: The Oregon Registered Commercial Interior Design Title Act

The Issue

We, the undersigned, urge the Oregon State Legislature to pass House Bill 2141-1, establishing the Registered Commercial Interior Design Title Act to recognize, protect, and enhance the role of Commercial Interior Designers in Oregon.

Why This Matters
Oregon currently lacks legal recognition for Commercial Interior Designers, despite their critical role in designing safe, accessible, and code-compliant interior environments. Without a recognized title, professionals in this field face barriers to permitting, project bidding, and independent practice, limiting business growth and economic opportunity.

Passing HB 2141-1 will:

✅ Recognize the Profession

  • Establish a clear legal title for qualified designers.
  • Align Oregon with 30+ other states that have already passed similar laws. 
  • Encourage collaboration, not competition. By clearly defining roles, it enhances collaboration among design professionals, ensuring more successful project execution. 

✅ Ensure Public Safety & Consumer Protection

  • Require education, experience, and examination (NCIDQ Certification) to qualify for the title.
  • Ensure that only trained professionals handle code compliance, accessibility, and life safety for interior projects

✅ Expand Economic Opportunities

  • Enable Registered Commercial Interior Designers to stamp and seal technical submissions for non-structural interior projects.
  • Reduce permitting delays and allow professionals to work independently within their scope.
  • Support women entrepreneurs, small business owners, and solo practitioners in the built environment industry.

HB 2141-1 Does NOT
❌ Does NOT alter, diminish, or limit the work of architects, engineers, or residential designers.
❌ Does NOT allow structural, seismic, or exterior work.
❌ Does NOT require mandatory registration—it is voluntary.

❌ Does NOT expand their scope of practice, from what is already a legal exemption in the ORS 671.030

❌ Does NOT allow interior designers to alter a building's use, occupancy type, or construction type maintaining safety and compliance.

By signing this petition, we express our strong support for HB 2141-1 and urge the Oregon Legislature to pass this bill to ensure public safety, foster economic growth, and bring Oregon in line with national standards.
