

FOR IMMEDIATE RELEASE: UVALDE FOUNDATION FOR KIDS RELEASES FINAL DRAFT OF “CONRAD’S LAW,” SEEKS ADDITIONAL SPONSORS FOR JANUARY FILING

TEMPLE, Texas — The Uvalde Foundation For Kids today announced the finalization of its legislative proposal, "Conrad's Law," and provided an update on the progress of the bill, which is named for 3-year-old Conrad Ashcraft who died in May 2025 at a Missouri daycare facility.
The Foundation became involved immediately following the tragic death of Conrad Ashcraft, a nonverbal child with autism who was allegedly restrained and suffocated by an 18-pound weighted blanket during nap time. The Foundation launched an independent investigation and subsequently spearheaded the effort to draft legislation aimed at preventing similar tragedies.
The final draft of Conrad’s Law focuses on stringent restrictions for the use of weighted blankets in licensed daycare facilities. Key provisions include:
* Mandatory "welfare check" requirements during the use of weighted blankets.
* Required maintenance of a log documenting all instances of weighted blanket usage.
* Special training mandates for daycare staff, focusing on neurodivergent care and support.
* Mandatory audio and video surveillance in all licensed facilities both private and public.
State Rep. Williams is an initial presenter for the bill.. The bill will be drafted in October, pre-filed, and then officially filed in January for next session. The Uvalde Foundation For Kids said Williams is not the only presenter and is anticipating several other lawmakers to join as sponsors for this vital legislation.
