Support Clemency for Susan Clevenger: 23 Years of Rehabilitation Deserve a Hearing

Susan Diane Clevenger deserves a second chance.
She is 50 years old and has spent nearly half her life in prison. She is currently serving Life Without the Possibility of Parole (LWOP) at Central California Women’s Facility.

At just 25, Susan made choices shaped by trauma, immaturity, and peer pressure. But her transformation over the last 23+ years is undeniable.

🔹 She has had no serious rule violations, with only one minor infraction from 2004.
🔹 Her security level dropped from 67 to the lowest possible score of 19.
🔹 She’s completed more than 25 rehabilitative and educational programs, including Victim Offender Education Group (VOEG), Freedom to Choose, Denial Management, and the Behavioral Insight Seminar.
🔹 She earned her GED as Valedictorian, then completed three Associate degrees with honors, and in 2025 graduated Summa Cum Laude from Fresno State with a B.A. in Social Science.
🔹 She has consistently worked and has lived in the honor dorms since 2014.

Beyond the certificates and degrees, what makes Susan’s story remarkable is her personal growth. She has developed emotional awareness, empathy, and a deep understanding of the harm caused by her past actions. Through programs like Victim Offender Education Group (VOEG), Denial Management, and Freedom to Choose, she has examined the roots of her behavior, taken responsibility, and committed herself to personal change. She is currently participating in a writing course that explores self-expression, identity, and healing — further evidence of her continued journey of reflection and transformation. Susan has done the difficult internal work to ensure she never reoffends and has become a source of support and encouragement to others inside.

Although the Court of Appeal acknowledged that Susan was not a major participant and did not act with reckless indifference, the law that could correct her sentence has not yet been fully challenged through her case. Because of this, her legal status remains unchanged — and we are left with no choice but to continue waiting unless the Governor intervenes.

Susan has shown deep remorse, accountability, and a clear commitment to change. She has a strong reentry plan and a supportive network ready to assist her with housing, employment, mental health care, and community reintegration.

Governor Gavin Newsom has the power to commute her sentence and allow the parole board to evaluate her readiness — which her record clearly shows she is.
