We, the undersigned residents and supporters of Leechburg Borough, urge the Borough Council to adopt a Small-Amount Cannabis Decriminalization Ordinance, similar to those already passed in Pittsburgh, Erie, Harrisburg, Allentown, State College, and other Pennsylvania cities.

This ordinance would:

Replace misdemeanor charges for possession of a small amount of cannabis with a $25 civil fine
Replace paraphernalia charges with a $25 civil fine
Prevent residents from receiving lifelong criminal records for minor possession
Save police and court resources
Keep state law intact while allowing local enforcement flexibility

This is a commonsense, cost-saving measure that protects families, reduces unnecessary criminalization, and modernizes enforcement priorities.

We respectfully request that Leechburg Borough Council consider and adopt this ordinance.
