HEPA Filters in Dublin Classrooms

The Issue

Covid is airborne. Our Dublin classrooms need inexpensive, CDC-recommended portable HEPA filters to keep students and teachers safer.

Most Covid transmission happens indoors where infectious aerosols can build up over time. Portable HEPAs filter pathogens out of the air and reduce risk to students and teachers.

Dublin Unified has thankfully upgraded classroom HVAC filters to MERV13 which captures about 50% of virus-size particles. Pleasanton, Castro Valley and Oakland have gone further and also provided HEPA filters to every classroom. HEPA captures 99% of virus-size particles.

Our school district has received $5,420,000 in state and federal Covid relief funds. Just 5% of this money could provide two portable HEPA filters for every classroom ($300/filter x2 x 500 classrooms = $300,000).

The Dublin Unified School District is in compliance with all public health guidance from the California Department of Public Health and Centers for Disease Control and Prevention as it pertains to ventilation systems across our schools.  In response to the pandemic, our District has put an aggressive heating, ventilation, and air conditioning (HVAC) program in place that ensures the health and safety for all students, staff, and visitors on campus. At this moment, classrooms and office spaces received MERV 13 filters which are routinely replaced every quarter, properly fitted, and tracked through our Maintenance and Operations work order system.  During the installation and maintenance process, each filter is marked and dated.  In addition, we have trained our staff to open windows and door and have increased the amount of outside air brought into the classrooms as much as possible.  In all special needs areas of our campuses that cannot support a MERV 13 filter, we have supplied portable air cleaners (HEPA) to ensure the room has proper ventilation. It's important to note that our most updated HVAC systems are monitored by an Energy Management System  (EMS) automated tracking program that is monitored on an ongoing basis by a team of four District HVAC technicians. The cost of adding portable units to all classrooms could be in the area of $350,000 due to the  size of classrooms and the added cost of tax and filters.
