Strengthen Leash Laws and Protect Pets from Neglect and Extreme Weather

The Issue

I am deeply moved to address an issue close to my heart: the welfare of animals, our loyal pets, who often suffer from neglect and extreme weather conditions. It is simply unacceptable to chain dogs outside without supervision, or leave pets to endure harsh weather, unable to escape the cold, heat, rain, or snow.

Animal welfare is paramount because animals are sentient beings capable of feeling pain and experiencing suffering. It is our duty as pet owners, and empathetic individuals, to ensure they are treated with the care and attention they deserve. Nearly 6.5 million companion animals enter U.S. animal shelters every year, a startling number of which are victims of neglect or abuse, according to the ASPCA.

Present leash laws are insufficient and need urgent revision. Dogs must not be left chained outside unless a person is present with them. Pets must be kept indoors during extreme weather conditions. This will require a coordinated effort from lawmakers, animal control, community leaders, and dedicated citizens to advance protection policies for our most defenseless companions. We must honor the bond between humans and animals, and protect them as they would us.
