Strengthen Gurgaon RWAs Through CSR Support to Make Our City Truly Clean
The Issue
As a resident of Sector 55, Gurgaon, I was surprised to learn that Gurgaon secured the 41st rank among India's cleanest cities in the Swachh Survekshan 2024–25 rankings. According to a news report published by The Indian Express on 17 July 2025, many RWA members reacted with disbelief, saying, "It has to be a lie, it cannot be true." The City Report Card claims that 90% of residential areas are clean. If that figure was true in 2024–25, one would expect Gurgaon to be close to 100% today. Unfortunately, the reality on the ground tells a different story.
All residential sectors continue to face serious sanitation problems:
· Garbage dumping on vacant plots, nallah and green belts;
· Burning of garbage and waste in open areas;
· Poor maintenance of parks, trees, internal roads, and public spaces;
· Delayed response to sanitation complaints.
Residential Welfare Associations (RWAs) are expected to maintain much of this infrastructure, but they have very limited financial and technical resources. Many RWAs do not even have basic equipment such as Wild Grass Cutters, leaf collection trolleys, or sufficient manpower. As a result, they frequently depend on the Municipal Corporation or local councillors for routine maintenance.
Gurgaon is one of India's leading corporate hubs. Thousands of companies operate private schools, hospitals, banks, offices, and showrooms within residential sectors. A large part of their workforce also lives in these sectors, including employees staying in PG accommodations and EWS housing enjoying low value rentals. School buses are parked within sectors. Schools run various commercial activities after school time and during school holidays.
Under Corporate Social Responsibility (CSR), companies already contribute towards sanitation and public health which is the first in the line of activities to be included by the companies in their corporate social responsibility policy. However, RWAs rarely receive direct CSR support, despite being responsible for maintaining the neighbourhoods where these employees and their families live.
Our Demand
We request the Government of Haryana, the Municipal Corporation of Gurgaon, corporate organizations, and policymakers to create a transparent framework that allows a portion of eligible CSR funds to be directly allocated to registered RWAs for sanitation, environmental improvement, and community welfare in the residential sectors.
Empowering RWAs with adequate resources will not only improve cleanliness in Gurgaon but also help the city achieve genuinely higher standards in future Swachh Survekshan rankings.
