Die Europäische Kommission schlägt im Kampf gegen Kindesmissbrauchsdarstellungen und Grooming im Netz ein neues Überwachungsinstrument vor: die Chatkontrolle. Alle Nachrichten, Fotos und Videos, die Du über Messengerdienste wie WhatsApp, Telegram oder Signal, verschickst, sollen auf diese Inhalte unter Umgehung der Verschlüsselung gescannt werden. Das ist ein Angriff auf die Grundrechte im digitalen Raum. Alle Menschen werden unter Generalverdacht gestellt und überwacht. Die Missbrauchsgefahr ist enorm. Denn, was einmal gegen Kindesmissbrauchsdarstellungen und Cybergrooming geplant war, kann schnell ausgeweitet werden: auf Urheberrechtsverletzungen, auf Hatespeech und Fakenews, auf unerwünschte Meinungen. Mit europäischen Werten hat das nichts zu tun.

Und das schlimmste: Die Chatkontrolle wird kaum ein Kind schützen. Pädokriminelle werden schnell auf alternative Verbreitungsmöglichkeiten für ihre Verbrechen zurückgreifen. Die Polizei wird überschüttet von Falschmeldungen und so an ihrer eigentlichen Arbeit gehindert. Denn auch der beste Algorithmus wird Fehler machen. Die Chatkontrolle wäre das Ende der Grundrechte im Netz. Doch gemeinsam haben wir noch die Chance sie zu stoppen und unsere Grundrechte zu schützen! Stop the Chat Control – Protect our Civil Rights!

The European Commission proposes a new surveillance tool supposed to help in the fight against child abuse depictions and grooming online: the so called Chat Control. Under this proposal, all messages, photos and videos that you send via messenger services such as WhatsApp, Telegram or Signal, would be scanned for that kind of content, even bypassing encryption. All civilians would be placed under general suspicion and monitored. The risk of misuse by the authorities is enormous. Because what was claimed to help in the fight against child abuse depictions and cybergrooming can quickly be extended onto other contexts: to copyright infringements, to hate speech and fakenews, potentially even to undesirable opinions. This is an attack on our fundamental rights in the digital space. It has nothing to do with European values.

On the other hand the chat control proposal will most likely not be able to protect any child. Pedo-criminals will quickly resort to alternative means of disseminating their crimes. The authorities will be overwhelmed with false reports and thus likely be prevented from doing their actual work. Simply because even the best algorithm will make mistakes especially for huge data sets. Chat control would be the end of basic rights in the digital space. But together we still have the chance to stop it and protect our basic rights! Support our petition with your signature and inform your friends, relatives and acquaintances.
