The issue
I'm starting this petition because I'm being affected by WINZ’s decision to treat board as income — and I know I’m not alone.
Like many others, I’ve taken in a boarder to help cover rising rent, power, and food costs. But now, WINZ is counting that board money as income, even though I don’t make a profit — I’m just trying to stay afloat.
This policy makes it harder for people like me to survive. It’s unfair, and it needs to change.
Work and Income New Zealand (WINZ) is treating board payments as income — and it's hurting vulnerable people.
This policy means that when someone on a benefit takes in a boarder to help cover household expenses like rent, food, or power, WINZ counts that board payment as "income." As a result, their benefit can be reduced or even stopped.
But here's the truth: board payments are not profit. They're a way for people to survive — to cover the rising cost of living, especially in a housing crisis. Many beneficiaries aren’t running a business — they’re simply sharing their space and splitting costs to make ends meet.
This policy is:
Unfair, because it punishes people for trying to help themselves.
Unrealistic, because it assumes board payments are "extra" money.
Harmful, because it discourages safe and affordable housing options in our communities.
We call on the New Zealand Government and the Ministry of Social Development to:
1. Stop treating board payments as income.
2. Review this policy urgently and fairly.
3. Ensure that beneficiaries aren't penalised for sharing their homes.
