Councillor Manda Rigby released a video on Friday 16th August 2024 explaining the council's intention to resume this plan unchanged and not consult further. She mentioned "a guiding principle is that the experiences of those who live in an area 24/7, about what's best for that area, always will carry more weight." To help communicate that local sentiment, please register your opposition (but no need to do it again if you've already done it) - especially if you live in the immediate area (map as defined by local councillors). You are welcome to share the link with neighbours.

Bath locals had ‘no choice’ but to take council to court over LTN

Bath LTN: Council will not contest legal challenge to controversial scheme

Despite numerous written requests, meetings with councillors and council officials, FOI requests, and revisiting much more practical alternatives to reduce speeding in the area that came from the consultations, plan were pushed forwards unchanged. Consequently, we had no choice but to take the legal route, which gave us no pleasure. Bath and North East Somerset Council chose not contest to the legal challenge, and this ETRO scheme and two others that the council had chosen to link to it, in Catharine Place / River Street Mews and The Circus / Gay Street, have been quashed.

However we should be mindful that the council has announced its intention to resubmit, and we hope that it will engage with us to find a solution which is to the benefit of all and not just the few.

Despite several efforts to appeal to the council about safety concerns, they intend to proceed with the trial unchanged, so regrettably court proceedings are starting. 

We need a list of residents opposed to the current scheme to support legal proceedings. Please lend your support by registering your opposition via your name and address on this form

ABOUT THE CLOSURE

This affects all parents, guardians and residents in Lansdown who care about safe access to schools and local homes. On the 5 August 2024 B&NES council will close Winifred's Lane to all traffic and prevent traffic turning right from Cavendish towards Lansdown Crescent for a minimum of 6 months.

As residents living in Lansdown, Bath, we are deeply troubled by the closure of Winifred’s Lane under the Liveable Neighbourhood Scheme. This decision will directly impact our children's safety as it will divert significant traffic (some proportion of an estimated 4,300 cars per day) past two local primary schools - Kingswood Prep and St Andrews and cause school run traffic chaos. Our children are our most precious assets and their safety should be paramount in any decisions made by Bath council.

The increase in traffic near these schools due to this closure poses serious risks to our children who walk or cycle to school daily. It also increases a risk of traffic accidents involving families who have to drive to access these schools. 

+ There are no safe crossings for families to enter and exit Kingswood Prep from the school's Sion Road entrance or for students to access Bath Spa University.
+ Passing cars are already forced to frequently mount pavements in order to pass, a clear danger to pedestrians, which will increase exponentially with increased traffic.
+ Traffic will be diverted through narrow two-way roads with several blind corners increasing the risk of traffic accidents involving school children as they are dropped off or collected at school.
+ There will be a significant deterioration in air quality.
+ The diversion crosses a busy wildlife corridor in Sion Hill with numerous protected species.
+ Diverting more traffic via Lansdown Road will slow school buses further and add more risk of traffic accidents on a route that has had 14 accidents, 3 of them serious, in the last 5 years (vs 1 on Winifred’s Lane)
+ It would increase traffic past St Andrews school and Bath Spa University.

None of the schools, nor local Lansdown residents most affected by the proposed scheme, have been consulted and the trial is set to go ahead on a 'fast track' route without ANY further consultation. We cannot stand by while lives are put at risk for an ill-conceived experiment contrary to all democratic principles.

We urge Bath council to STOP this trial and find alternative ways of implementing their Liveable Neighbourhood Scheme without compromising on child safety.
