To engineer the weather is to play with forces far greater than we and any thought to be expert or scientist can safely command. It is a violation of both natural law and basic human rights, the right to live under a sky that has not been altered for profit, power, or experimentation.

We reject the idea that these interventions are necessary or beneficial. The truth is, there is no scientist, expert, or institution in the world today who fully understands the long-term consequences of manipulating the weather and climate. The complexity of Earth’s ecosystems and atmospheric systems cannot be predicted, contained, or safely engineered.

Even when applied in a specific country or region, weather manipulation has global consequences, altering jet streams, precipitation patterns, temperatures, and ecosystem dynamics across borders and oceans. This makes the use of such technologies irresponsible and unethical, particularly when those involved operate without transparency or international consent.

No organization, public or private, should be trusted with this power, especially when their actions are imposed on the entire planet without global democratic approval. Any decision to alter the climate or atmosphere must involve the informed and voluntary agreement of all humanity.

Moreover, these practices violate fundamental human rights as outlined in the Universal Declaration of Human Rights, including:

Article 3: the right to life, liberty, and security of person,
Article 4: protection from exploitation and control without consent,
Article 12: the right to privacy and freedom from arbitrary interference with one’s environment and way of life.

We demand:

1. A total and unconditional halt to all weather and climate manipulation activities worldwide,
2. The recognition of Earth’s natural weather systems as a protected global common good,
3. International laws to criminalize any interference with atmospheric processes,
4. The full demilitarization of the sky. We call for the complete removal of military involvement in any form of weather or climate manipulation. Throughout history, weather modification has been explored as a strategic weapon, used to cause droughts, floods, or environmental disruption. These actions threaten civilian populations and the global ecosystem, and are often carried out in secrecy with no public oversight.

By banning military use of weather-altering technologies, we affirm that the sky is not a battlefield, but a shared natural heritage that must be respected and protected.
