Stop US-Funded Animal Cruelty & Suffering Overseas
The Issue
Every year, U.S. taxpayer dollars are sent overseas to fund experiments that inflict suffering on animals, often with little clear benefit to human health.
Reports show animals have been:
Infected with deadly diseases
Surgically altered
Burned
Electroshocked
Addicted to drugs
and ultimately killed in laboratories around the world.
Dogs, monkeys, mice, pigs, rabbits, and other animals have all been subjected to painful procedures in the name of research funded by the National Institutes of Health (NIH).
Many animal lovers are shocked to learn that this work is not only happening, but that it is being funded with public money, often outside the United States and with limited transparency or oversight.
No matter where someone stands on medical research, there is growing concern that these practices cross an ethical line. Animals are living beings capable of suffering, and they deserve humane treatment. At the very least, taxpayers deserve to know how their money is being used—and whether these experiments are truly necessary.
The Cease Animal Research Grants Overseas (CARGO) Act (H.R. 1085 / S. 1802) would end NIH funding for animal experiments conducted in foreign laboratories. This legislation offers a clear step toward reducing animal suffering and increasing accountability.
We are calling on members of Congress to support the CARGO Act and take action to stop taxpayer-funded animal cruelty overseas.
This is about compassion, transparency, and responsible use of public funds.
