The Issue

On July 1, 2025, an elderly Asian woman was injured after being struck by a cyclist at Sunset Dunes Park (formerly the Great Highway) in San Francisco. This dangerous shared space was rushed through without adequate safety planning. On the morning of July 1, 2025, at approximately 9:25 AM, an elderly Asian woman was injured after being struck by a cyclist at Sunset Dunes Park, the area formerly known as the Great Highway in San Francisco. The San Francisco Police Department has confirmed this incident and the resulting injury.
This is not just an isolated accident—it is the predictable result of poor planning and lack of oversight. The Great Highway was closed and rebranded as Sunset Dunes Park without adequate safety infrastructure, signage, or public input. There is no separation between fast-moving cyclists and pedestrians, no visible enforcement, and no meaningful protections for vulnerable users—especially seniors, people with disabilities, and families.
We, the undersigned, demand that the City of San Francisco take urgent and corrective action to prevent further harm. Specifically, we call for:
- Suspension of bike access through Sunset Dunes Park until appropriate pedestrian safety infrastructure is in place.
- Installation of separated, clearly marked bike and pedestrian zones, with visible signage and physical barriers.
- Restoration of transparency around the closure of the Great Highway and creation of this park.
- Inclusion of older adults, disability advocates, and community members in the redesign and future planning of this space.
- Commissioning of an independent safety audit to review collision history, pedestrian risk, and traffic dynamics.
- Re-evaluation of the Great Highway closure and its broader impacts on transportation, safety, and equity.
The public deserves a safe, thoughtfully designed park—not a high-speed, unregulated corridor where pedestrians are left at risk. Whether Sunset Dunes Park is temporary or permanent, these incidents cannot continue. No more injuries. No more silence. We demand accountability.
