

Stop Unregulated MSB Scams: Protect British Columbians from Financial Exploitation
The Issue
Over 500 British Columbians have recently lost millions of dollars—life savings, business capital, and family remittances—to unregulated Money Services Businesses (MSBs) operating unchecked in our neighborhoods.
This is not a private dispute; it is a systemic regulatory emergency. A jurisdictional blind spot between federal regulators (FINTRAC), provincial authorities (BCFSA), and local law enforcement allows illicit operators to exploit community trust. When victims report missing funds, inter-agency paralysis gives financial predators months to launder, transfer, or shield stolen consumer capital in private real estate and luxury assets before law enforcement can intervene.
British Columbia must not remain a safe haven for financial exploitation. We call on our provincial leaders to take decisive action, close this gap, and restore integrity to BC’s financial ecosystem.
Our Demands
We, the undersigned, respectfully demand the Legislative Assembly of British Columbia, the BC Attorney General, and the Ministry of Finance immediately implement the following:
- Trigger the Civil Forfeiture Act (Immediate Judicial Asset Freezing): The BC Attorney General must, upon credible referral from law enforcement, utilize the Civil Forfeiture Act to apply for interim court orders freezing the personal and corporate assets of MSB operators facing multi-victim fraud allegations. Asset dissipation must be legally halted through these judicial mechanisms before funds vanish or bankruptcy is declared.
- Deploy a Funded Commercial Crime Task Force: The Ministry of Public Safety must mandate and resource an expedited, coordinated investigative unit between the RCMP, local police, and Crown Counsel. Credible cases involving severe consumer losses must be prioritized so that, once strict evidentiary and constitutional thresholds are met, files are referred to Crown Counsel without administrative delay.
- Mandate Segregated Trust Accounts & Licensing: The BC Ministry of Finance must enact emergency consumer-protection legislation requiring all MSBs operating in BC to hold customer funds in strictly segregated, safeguarded trust accounts separate from operating capital, backed by mandatory liability insurance, transparent regulatory status, and regular audits.
- Prevent Misuse of Bankruptcy Protection: Establish clear provincial trust rules and legal safeguards ensuring customer funds held for transfer are legally protected from being commingled, stayed, or discharged during corporate insolvency or bankruptcy proceedings.
- Close the Federal-Provincial Intelligence Gap: Enforce seamless, mandatory intelligence sharing between the BCFSA, FINTRAC, and local law enforcement so financial predators can no longer exploit the blind spots between provincial and federal jurisdiction.
